국문 초록

본 논문에서는 내부고발의 핵심적인 특성들 여섯 가지를 제시하고 각각의 함의에 대해서 논의한다. 내부고발이란 첫째 비리와 관련된 정보를 외부에 고발함으로써 사회적 유익이 발생하는 행위로서, 둘째 심판이 되려는 행위이며, 셋째 피해를 가할 수 있는 행위이고, 넷째 내부고발자 자신이 연루 내지는 관여될 수 있는 행위이며, 다섯째 제도의 결함을 개인이 부담하는 행위이며, 그리고 여섯째 주체적인 삶을 살려는 개인이 자신의 정체성을 구성하는 행위라고 할 수 있다.

영문 초록

In this paper, I will discuss the crucial characteristics of whistle-blowing and its implications. According the first characteristic, whistle-blowing refers to the disclosure of improper conduct of organizations and their employers to the public in order to promote and protect the social benefits. And in terms of the second, the whistle blowers get to be a umpire rather than player. And by means of the third, the whistle blowers themselves inevitably involve the bad and immoral action they will report. And the fourth regards whistle-blowing as harming others. And the five sees whistle-blowing as the imputation of institutional failures to individual persons. And finally, by whistle-blowing, whistle blowers find their autonomy and constitute their identity.
