교육개혁정책의 연속성과 단절성에 관한 분석

국문 초록

이 연구는 문민정부의 5ㆍ31교육개혁부터 현 정부까지 교육개혁의 기조와 구체적인 초ㆍ중등교육정책을 대상으로 교육정책의 연속성과 단절성 여부를 분석하는데 목적이 있다. 이를 위해 문민정부의 5ㆍ31 교육개혁 안에서 제시한 주요 정책 영역인 교육과정, 교원, 학교체제를 준거로 각 정부별로 정책의 연속성과 단절성 정도를 분석하였다. 이 연구는 문헌분석을 통한 내용분석으로 각 정부 기관에서 발행한 국정자료, 교육정책 백서, 대통령 기록관 자료 등을 대상으로 비교ㆍ분석하였다. 교육정책은 백년지대계로 일관성과 연속성이 핵심임에도 불구하고 이 연구의 분석 결과 연속성 A유형 4개, 연속성 B유형 15개, 단절성 A유형 6개, 단절성 B유형 2개로 나타났는데 이는 정권에 따라 정책의 연속성과 단절성에 부침이 있어 왔음을 보여주고 있다. 교육가치의 지속가능한 교육 발전을 위해 정파적 교육정책 수립을 순화시키기 위한 독립적 교육지배구조가 요구된다.

영문 초록

This paper dealt with analysis on the continuity and discontinuity of the education reform policy from the 5.31 policy of the civilian government to the current government. The main goal of this research concerned about keynote of education reform and the specific primary and secondary education policy target. In order to perform this study, the 5.31 education reform in key policy areas proposed curriculum, teachers and school system were compared by the policy of each government to conform the degree of continuity and discontinuity analysis. This study was conducted and analyzed contents analysis of documents issued by the national governments resources, education policy white papers and presidential archives data. The educational policy was long-term plan for the prosperity of the country with continuity and consistency, but result of this research showed continuity of A-type 4, continuity of B-type 15, discontinuity A-type 6 and discontinuity B-type 2. The results meant that the education policies of continuity and discontinuity have been dependent on each regime. The establishment of educational policy for the sustainable development of education was required for independent educational governance.
