국문 초록

변화하는 도시계획 패러다임 속에서 성장한 마을만들기는 주민의 효율성과 창의성을 접목하고 참여를 기본으로 하는 주민주도의 사업이다. 하지만 마을만들기가 추진되는 과정에서 주민의 사업 호응도 및 이해도가 떨어지는 현상과 주민의 참여가 제한되는 현상이 나타나고 있다. 그로 인해 참여 주체들 간 갈등이 발생하고 있으며, 본 연구에서는 안전한 마을만들기 과정에서 나타나는 주민 간 갈등 양상을 규명하고자 한다. 연구의 방법은 시민단체, 주민대표, 주민과의 면담을 통해 얻은 경험적 원문을 갈등의 원인, 현상, 해소, 결과로 분류하여 설문지를 구성한 다음 총 3곳의 마을에서 설문조사를 실시하며, 통계를 활용하여 실증 분석한다.

영문 초록

In the process of promoting the Community Building, lack of inhabitants will to participate, and government officials one-sided administrative dispositions cause conflict among the participants. These conflict makes it difficult to accomplish the sustainable and stable Community Building. In this study, we started by selecting three towns which the Community Building is in process, and identified the conflict among inhabitants mostly who is core participants on the Community Building. Since the Community Building Projects of the three towns are still under operation, their residents are eager to participate on discussion and give us some feedback. In preliminary interviews with NGO, representatives of the inhabitants and some inhabitants, we collected some clues, and sorted out into 4 categories (origin, expression, solution, settlement). Based on the preliminary research, we executed the full-scale interview with inhabitants. As a result, we found that the causes of the conflict are the unclear process of decision making , cognition difference about inhabitants participation , the difference in concerns regarding matters of the town , the low rate of participation , etc.
