영문 초록

It is necessary for us to make not only a precise external negotiating strategy but also a preparation for reducing social confliction among interest groups and a system for assisting fragile industry in order to pursue the effective future FTA policy. It is mainly because market liberalization through bilateral FTA agreement creates different economic impacts on different sector and interest groups. Therefore FTA contains inherently social confliction between some interest groups benefited from FTA and other groups harmed from FTA. Current FTA policy which is actively pursued by the Korean government may confront with a big problem if social confliction happen again as strong resistance from some interest groups was arisen in Korea-Chile FTA. Thus establishment of rational system for resolving the social confliction is internally required before the beginning of simultaneous FTA negotiations with major countries. Particularly comprehensive countermeasure should be prepared in advance for agricultural sector which tends to receive the most negative impact from FTA policy. Also it is very vital mission for us to make an effort for establishment of the right vision and enhancement of the understanding on agricultural sector and rural community. An effective social system for compromising the confliction arising from various interest groups and the right understanding of general public on agricultural sector are a royal road to reduce the social costs and to derive the social consensus in the process of pursuing the successful FTA policy.
