의료통합에 대한 양의계와 한의계의 갈등양상에 관한 연구

국문 초록

본 연구는 최근 의사와 한의사간의 의료기기 사용권한에 대한 분쟁이 고조되고 있는 시점에서 양의계와 한의계의 의료통합에 대한 양측의 주장과 문제점 해결방안을 도출하기 위함이다. 현재 양의계와 한의계는 의료통합에 대한 집단간 인식이 다르며, 이러한 통합에 대해 상당한 견해차이를 보이고 있다. 따라서 본 연구에서는 현재 양의계와 한의계의 갈등을 3가지 갈등양태로 구분하여 분석해 보았다. 현재 의료계의 갈등양태는 가치갈등(value conflict), 이해갈등(interest conflict), 관계적 갈등(relationship conflict)이 혼재하고 있으며, 이러한 갈등을 해결하기 위해서는 국민을 위한 의료서비스 제공을 위해 정부, 양의계, 한의계가 협의체를 구성한 적극적인 대화를 해야할 것이고, 장기적 관점에서 의료통합에 대한 논의를 진행하여야 할 것이다. 또한 행정형 ADR구성을 통해 가칭 ‘의료통합조정위원회’를 보건복지부에서 조직하여 적극적인 중재 또는 조정을 위한 전담기구로서의 역할을 해야 할 것이다.

영문 초록

The Purpose of this study is to examine the arguments of both sides and to find ways to arrive at a solution to the integration problem when tension between medical doctors and Korean oriental doctors mounts as conflicts over the authority to use medical devices. At this point in time, both Western medicine and Korean Oriental medicine have different perceptions on the integration, showing strong differences of opinion. This study therefore classified the conflict between Western Medicine and Korean Oriental Medicine into three types of conflict aspect and analyzed them. The current conflict aspect of the medical profession is tangled with value conflict, interest conflict, and relationship conflict, and the government, Western Medicine and Korean Oriental Medicine should stick to the formation of consultative group through dialogue at the same time continuing discussions on the integration from a long-term perspective. Also, through forming administrative type of ADR, the Ministry of Health and Welfare should organize a committee tentatively named “Medical Integration Coordinating Committee” and it should play an exclusive role of active conciliation arbitration service.
