국문 초록

본 연구는 개발사업에 대한 비점오염원 설치신고 제도의 문제점을 분석하고 대안을 제시하였다. 문제점 분석을 위해 비점오염원 설치 신고제도의 근거법인 ｢수질 및 수생태계 보전에 관한 법률｣을 분석하였다. 비점오염원 설치신고 과정의 문제점을 분석하기 위해 비점오염원 설치신고서를 분석하였으며, 설계 및 시공과정의 문제점 분석을 위해 설계 담당자와의 면담을 수행하였다. 설치신고 시기에 대한 분석 결과, 현행 신고시기가 지나치게 빨라 조정이 필요한 것으로 나타났다. 상세설계가 마무리 되기 전에 신고가 이뤄짐으로써 신고 이후 변경신고가 자주 발생하는 문제점이 있었다. 이에 대한 대안으로 설치 신고 시기를 공사착공 이전으로 조정하는 것이 적절할 것으로 판단된다. 비점오염저감시설의 처리효율이 객관적인 검증절차 없이 지나치게 높게 제시되고 있어 이에 대한 성능검사 제도 도입이 필요하다. 비점오염저감시설의 처리 유역 면적에 대한 기준이 없어 적절한 처리를 기대하기 곤란하기 때문에 단일 저감시설이 처리할 수 있는 유역면적에 대한 기준이 마련되어야 한다.

영문 초록

In this paper, the problems involved in non-point source installation reporting systems for development projects were analyzed, and proper improvement measures for those problems were suggested. During the study, the applicable act for the reporting system, ｢Water Quality and Aquatic Ecosystem Conservation Act｣ was reviewed. Moreover, the non-point pollutant installation reporting forms were reviewed and interviews with the designers were conducted, to perform analyses of the design of the non-point pollutant reduction facilities, and the relevant problems found during the construction process. With regards to the reporting period, it was found that the reporting period needs to set before the groundbreaking process is started, because the current reporting period, which is set after the execution plan, inevitably requires amended reporting due to the frequent changes made to the project plans. The performance inspection system should also be introduced, since the removal efficiency provided by the manufacturers is too high and ill-founded. The proper criteria for the maximum drainage area handled by the unit reduction facility should be established.
