국문 초록

어느 누구도 자연재해나 사회재난이 사회에 미치는 영향에 대해 확신할 수 없다. 또한 미래에 대한 예측불가능성은 재난의 원인에 대한 위험 소통의 주제도 아니다. 재난관리에서 국가의 역할과 한계에 대한 문제제기는 그 실패에 대한 책임귀속이 국가에 향해 있고 그 해결을 국가에게 요청하는 탓이다. 국가는 위험을 다룰 수 있는 영역이라는 매력 때문에 재난 소통의 중심에 있다. 그에 따라 정치적 소통의 중심이 민주주의에서 위험으로 바뀌고 있다. 정치체계는 후속 결과의 불확실성을 안전사회의 상징정치를 통해, 즉 공중의 불안을 ‘안전도 위험하다’는 역설, 그리고 국가중심 신자유주의의 탈규제와 규제의 역설 등을 통해 처리하는 형식을 취한다. 이런 맥락에서 국가 통제에 대한 논란은 안전사회의 상징정치의 타당성에 의문을 제기하게 한다. 왜냐하면 국가에 대한 신뢰상실은 국가가 안전사회로의 이행을 명분으로 다시 통제를 강화하는 구실을 삼는데 있기 때문이다. 현 정부의 사령탑을 중심으로 하는 안전사회로의 이행프로그램은 위계적 사회통제의 강화로 갈 위험이 상존한다. 이런 맥락에서 재난대응에 대한 반복되는 실패는 위계적 사회통제를 강화시킨 예방프로그램에 대한 성찰을 요구한다.

영문 초록

Nobody can be certain of the impact of natural disasters or social disasters on society. And the unpredictability of the future is not the subject of risk communication about the causes of disaster. The question of the role and limitations of the state in disaster management is attributed to the state of responsibility for the failure and requests the state to resolve it. The state is at the center of disaster communication because of its charm as an area where risk can be handled. As a result, the center of political communication is changing from democracy to risk. Politics take the form of handling the uncertainty of subsequent results through the symbolic politics of safety and security societies. It is the paradox that safety and security are risky and not risky. And the paradox of deregulation and regulation of state-centered neoliberal nations. In this context, controversy over state control raises questions about the symbolic political validity of safety and security societies. This is because the loss of trust in the state is an excuse for the state to reinforce its control as a justification for building safety and security societies. The program of transition to the safety and security society centering on the current government s control tower poses a risk of strengthening hierarchical social control. In this context, repeated failures in response to disasters call for reflection on prevention programs that strengthen hierarchical social control.
