제주옹기의 전승체계 변화와 지역 문화자원화과정

국문 초록

지방 무형문화재 지정에서 무형문화재의 전승형태나 방법 등 전승구도에 영향을 미치는 것은 전문가 집단인 기능보유자로서 전승자와 전승집단 등과 같은 전승공동체의 특성 및 활동과 지방자치단체의 무형문화재정책이다. 지방자치단체가 제주옹기를 무형문화재로 지정한 것은 제주옹기 기술의 전승에 대해 공적 관리가 이루어진다는 점에서 의미는 있지만 무형문화재의 특성 상 기능보유자를 지정해 해당 기능이 전승되도록 한다는 점에서 무형문화재 기능보유자로 지정받느냐 그렇지 않느냐에 따라 기능인들 사이에 혹은 전수자집단 내부와 전수자집단 간에 전승 주도권을 둘러싸고 갈등이 나타날 가능성이 있다. 이 논문은 제주옹기가 지방 무형문화재로 지정받아 지방자치단체의 정책대상이 되면서 제주옹기 전승구도와 양상에 어떤 변화가 나타나는지를 전승자와 전수자집단 내부 및 이들 간 관계를 중심으로 살펴보았다. 특히, 지방자치단체의 정책적 지원을 끌어내기 위해 제주옹기 전승자와 전수자집단이 시도한 문화적 대응에 초점을 두었으며, 과거 대표적인 옹기생산지였던 마을공동체가 제주옹기 전승주체로 등장하면서 전승 주도권을 쥐고 있던 전승자와 전수자집단과 마을공동체 간 관계 변화에도 주목하였다. 구체적인 분석을 위해서는 문헌자료 이외에 전문가집단 및 무형문화재 기능보유자와 전수교육조교 등 전수자집단, 그리고 과거 옹기생산지 마을주민과의 심층면접자료를 사용하였다. 연구결과, 제주도 문화행정당국이 제주옹기를 무형문화재로 지정하면서 1990년대부터 제주옹기의 전승 및 보존활동을 해왔던 1대 기능인 및 민간 도예전문가집단 내부와 그 외 지역의 도예전문가집단 간에 전승 주도권을 둘러싼 경쟁관계가 만들어졌고, 지방자치단체의 무형문화재 기능보유자 지정과 전승 주도권을 갖기 위한 노력으로 전승자와 전수자집단이 문화적 대응을 해나가는 과정에서 박물관과 옹기축제가 기획되게 되고 이로써 제주옹기가 지역 문화자원으로 자리매김 되어가는 것을 확인할 수 있었다. 또한 이 과정에서 지방자치단체와 전승 주도권을 가진 민간 도예전문가집단 간 관계 속에서 무형문화재가 된 제주옹기의 제작과정이 재해석되면서 전승체계가 변화되는 것을 확인할 수 있었다. 최근 거의 안착된 것처럼 보였던 제주옹기 전승구도가 과거 옹기생산지마을이 새로운 전승 주체로 등장하면서 제주옹기 전승 주도권을 둘러싸고, 지방자치단체에 의해 승인된 기존 집단과 마을공동체 간 경쟁구도가 만들어졌다. 이러한 문제는 기능보유자나 보유단체를 지정하고 있는 현재의 지방 무형문화재정책이 안고 있는 문제이며, 현재와 같은 지방자치단체의 무형문화재정책이 유지되는 한 제주옹기를 비롯한 무형문화재 기능 전승 주도권을 둘러싼 갈등은 계속될 것으로 보인다.

영문 초록

In the designation of a local intangible cultural heritage, characteristics and activities of tradition communities such as traders and tradition groups, and intangible cultural property policies of local autonomous entities are the policy holders of the expert group that influence the tradition structure such as the form and manner of intangible cultural properties. The fact that the local government designated Jeju onggi as an intangible cultural property means that it is meaningful that public management is carried out on the tradition of onggi technology of Jeju. However, it is meaningful to designate the holder of the function as the characteristic of the intangible cultural property, There is a possibility that there will be conflicts between the function holders or between the leader group and the leader group. This paper examines the changes in the composition and aspect of Jeju onggi as a local intangible cultural heritage designated by Jeju onggi as a local intangible cultural property. In particular, it focused on the cultural response that the local and local governments tried to attract political support of Jeju onggi, and the village community, which was a representative onggi producing area, emerged as the main body of Jeju onggi, It also paid attention to the change in the relationship between the migrant group and the village community. For detailed analysis, we used in-depth interview data with professional group, intangible cultural property function holder, full-time education assistant group, and past residents of onggi area. As a result of the study, Jeju cultural administration authorities have designated Jeju onggi as an intangible cultural property, and there has been a rivalry between the one function holders and the private pottery group that have been carrying out the traditional preservation activities of Jeju onggi since the 1990s. The museum and the onggi festival were planned in the process of designation of the holder of the intangible cultural property function of the local autonomous entity and the effort to take the initiative in the transmission group. Also, in this process, it was confirmed that the tradition system was changed by reinterpreting the production process of Jeju onggi, which became an intangible cultural property, in the relationship between the local autonomous entity and the private ceramics specialist group that has the initiative of success. Recently, the onggi village has been newly emerged in the transmission and preservation activities of Jeju onggi, and a competition structure has been formed between the existing community and the village community approved by local governments around the initiative of Jeju onggi. These problems are the problem of the current intangible cultural property policies that designate function holders or holding organizations, As long as the intangible cultural property policies of the local governments are maintained, conflicts over the initiative of functional intangible cultural properties including Jeju onggi is likely to continue.
