영문 초록

This research discusses the community development project through ODA based in Asian countries. During the 1970’s, the Saemaul movement (New Village Movement) in Korea became a successful program as the community development. In the same period of time, several Asian countries had implemented similar projects as the Saemaul movement, but their project failed to develop to the program level, its influence minimal to inflict a lasting social change before the finishing of the project. The causes of their failure can be located in two main reasons; first, the movement failed to encourage people’s participation; second, it failed to develop to a mature level of self-reliance. The above mentioned causes of failure stem from the absent knowledge regarding social and cultural factors. How the social and cultural factors are important for community development will be discussed the case of Laos in this research.
