국문 초록

이 연구에서는 북한의 조선로동당 중앙위원회 기관지인 로동신문 2016년 1/4분기(1~3月) 간행물을 전수 조사해 로동신문 조직과 인력의 세부적 구성을 파악하고, 이를 통해 로동신문 언론인의 실체를 규명하는 것에 중점을 두었다. 북한의 대표적 언론인 로동신문은 권력을 견제하는 언론 본연의 역할을 하지 못하고 있다. 오히려 조선로동당 기관지로서 정권이 하는 일을 앞장서서 지지하고 찬양하는 정권의 나팔수 역할을 적극적 으로 수행하고 있다. 로동신문을 위시한 북한의 모든 언론이 로동신 문과 비슷하게 정권의 입장을 대변하고 칭송하는 역할에 머물고 있다. 이 때문에 북한 외부에서 북한 언론인을 바라보는 시각 또한 부정 적이다. 외관상 언론인이지만, 사실상 정권의 하수인에 그치고 있기 때문이다. 북한 대표 언론으로 꼽히는 로동신문 소속 기자들 역시 이런 평가에서 자유롭지 못하다. 외부적 시각에서 북한 언론과 언론인에 대한 불신이 팽배해 있기 때문에 북한 언론인의 실체에 대한 의문마저 제기되고 있다. 북한언론의 기사에 병기되는 북한 언론인의 이름이 기사를 실제로 작성한 기자를 나타내는 표시가 아니라, 북한 언론도 서방 언론과 비슷한 틀을 갖추고 있음을 대외적으로 과시하는 하나의 수단으로 활용 되고 있다는 지적이다. 이 연구에서는 로동신문을 중심으로 2016년 1분기 신문 기사를 전수 조사해 로동신문의 기자 수, 기자의 소속부서 등을 파악해 로동신문 기자의 실체를 파악하는데 주력했다. 이 연구에서 로동신문 기자는 본사기자 100명, 사진기자 11명, 특파기자 11명 등 총 122명으로 구성된 것으로 조사되었다. 연구 방법은 기사를 작성한 기자 이름이 명시된 기사를 개별로 전수 조사하는 방법을 사용하였다. 기사 내용에 따라 기사를 작성한 해당 기자의 소속 부서를 일일이 분류하고, 1/4분기(1~3월) 3개월에 걸쳐 반복적으로 이와 같은 방법으로 기자별 소속 부서를 분류한 결과 나타나는 공통점을 근거로 해당 기자의 소속 부서를 분류 하였다. 지금까지 로동신문은 북한에 관한 특정 주제를 연구하기 위한 1차 자료로서 활용되어 왔으나 로동신문의 핵심 역할을 하는 로동신문 기자들에 대한 연구는 미미한 실정이었다. 이번 연구를 통해 로동신문의 기자들이 각각의 부서에 소속돼 꾸준하게 유사한 주제에 대해 일정한 패턴으로 기사를 생산하고 있음을 확인할 수 있었다. 만약 로동신문 기자들의 이름이 로동신문을 서방 언론과 비슷한 틀을 갖추고 있는 것처럼 꾸미기 위한 하나의 장식으로 사용되었다면 이러한 일정한 패턴을 나타내지 못했을 것이다. 이번 연구를 통해 북한 언론인이 권력을 견제하는 언론 본연의 기능을 하지는 못하고 있지만, 그 언론을 구성하는 실체로서 활동하고 있을 가능성이 높은 것으로 확인되었다.

영문 초록

This thesis focused on revealing the real identity of the journalists of the Rodong Sinmun which is the official newspaper of the Central Committee of the Workers’ Party of Korea in North Korea by checking up all the articles in the paper published between January and March in 2016. The well-known newspaper in North Korea is also famous as a good tool to understand North Korea among South Korean researchers who study North Korea. However, the newspaper is not known as a newspaper which can report everything without limit, but known as a newspaper which should follow every direction of the government like a trumpet player. Because of this reason, the eyes outside North Korea regard North Korean journalists as a fake journalists who always approve of the government’s decision. In appearance, they are a journalist but in fact they are one of the government workers. The identity of the North Korean journalists is in doubt in many aspects from the viewpoint of a journalist outside North Korea. However, the journalists in the Rodong Sinmun in North Korea are generally treated as the representative journalists in North Korea because the influence of the newspaper is very powerful. Some even indicate that North Korean journalists does not take a role as a watchdog in the society, but just adhere to pretend to act as a journalist to show the government system is working normally. In this context this research tried to identify the number and the division of the journalist of the Rodong Sinmun by finding the name which is written with all the article between January and March in 2016. Through the research, it was found that there are 100 reporters who write an article in the main office in Pyongyang, 11 reporters who take a picture in the main office in Pyongyang and 11 dispatch reporters working in 11 regional offices in the Rodong Sinmun. By the research the division of most of reporters was also revealed. The conclusion shows that all the journalists of the paper work in their own division by writing an article which is concerned with their division’s own interest. By this way, this thesis confirms that there exist journalists in the Rodong Sinmun and the North Korean media, although they do now work freely like the reporters in democratic countries.
