미.중 역학구도와 동북아 평화협력구상의 과제

국문 초록

본 논문의 목적은 박근혜 정부의 동북아 평화협력구상의 실태를 분석한 후 향후 과제를 제시하려는 것이다. 이를 위해 먼저 미￿중의 역학관계를 중심으로 동북아 정세를 살펴보았다. 동북아 평화협력구 상이 추구하는 평화와 공동번영의 동북아 다자협력은 현실적으로 미￿ 중을 중심으로 전개되고 있는 지역의 역학관계 변화 속에서 찾아야 하기 때문이다. 동북아 평화협력구상은 아직 정부 간의 구체적 회의 체로 발전하고 있지 못한 상태다. 동북아 평화협력구상의 실태 분석에서 파악한 문제점으로는, 첫째, 구체적인 실천전략과 콘텐츠가 부족하다는 점이다. 둘째, 주요 참여국이 각각 우선시하고 있는 국가이 익과 개별적 이익을 어떻게 조화하고 가시화시킬 것인가의 문제가 지적되고 있다. 셋째, 한국을 포함한 다른 주요국의 지역 전략들을 충분히 검토하면서 추진되어야 하지만, 그러한 전략적 과제들이 충분히 점검되었다고 보기 어렵다. 마지막으로 동북아 평화협력구상은 동북아 역내 국가 간 갈등에 대한 유연한 대처에 효율적이지 못하였다.이론적 측면에서 통합에 대한 잘못된 전제를 토대로 하며 유럽과는 다른 아시아의 현실을 간과하고 있다. 이러한 문제점 검토를 토대로 향후 동북아 평화협력구상이 지속성을 갖는 다자협력체 구상으로 실현되기 위한 과제를 제시하였다.

영문 초록

On assuming power, the Park Geun-hye government proposed an Northeast Asia Peace and Cooperation Initiative’(NAPCI) as a multilateral dialogue process for peace and cooperation in Northeast Asia. This article is to review and assess the current state of the NAPCI and to suggest future tasks. In order to put the NAPSI in perspective, we analyze structural dynamics of US-China relations in Northeast Asia. The NAPCI needs to find practicable ways to fruition under the changing international dynamics. Although there is some progress, the NAPCI has several problems. First, it lacks concrete action strategy and plans and contents. Second, there is an issue how to harmonize and realize participating countries priorities of national interests and relating agendas that the NAPCI aims to deal with. Third, the NAPSI should have taken into full consideration the regional strategies of all participating countries. Finally, the NAPSI has not been instrumental in responding to conflicts between and among states in Northeast Asia. Furthermore, the NASPI is based upon misperceived theoretical premises of integration and overlooks realities in Northeast Asia that are quite different from European experience. Based on this assessment, we make several policy suggestions in order for the NASPI to be realized as a sustainable multilateral cooperative mechanism.
