독일의 이주민 통합을 위한 교육정책의 통합 담론에 관한 연구

국문 초록

본 연구는 독일의 이주민자녀 통합을 위한 교육정책의 통합 담론을 분석하고 있다. 분석대상은 ‘국가통합실행계획(2011)’을 중심으로 한 연방정부의 교육정책문헌들이다. 우선 사회과학계의 통합의 정의와 성격, 목표와 수준, 성공적인 통합을 위한 조건 등을 정리하여 이론적 기초로 삼았다. 이어서 ‘국가통합실행계획(2011)’에 나타나 있는 통합 담론을 분석했다. 이 계획에서는 통합을 어떻게 정의하고 있고 그 특징은 무엇이며, 무엇을 목표로 어떤 수준의 통합을 추구하고 있는지 분석했다. 또한 성공적인 통합을 위해 어떤 전제조건을 충족시켜야 하며, 이 때 교육의 역할은 무엇으로 설명하고 있는지를 분석했다. 연구 결과 독일의 이주민 자녀 통합을 위한 교육정책에서는 언어, 교육, 직업교육, 노동시장, 사회적 삶에의 참여가 통합을 가능하게 하는 전제조건으로 이해하고 있다. 이러한 활동에의 참여기회 보장을 통한 공유(共有, Teilhabe)의 과정 혹은 창출을 통합으로 정의하고 있다. 이 때 교육은 개인적 공유와 발달가능성의 문을 여는 열쇠이다. 따라서 이주배경에 관계없이 모든 아동과 청소년들에게 균등한 기회를 제공하고, 이를 가능하게 하는 사회구조 변화를 가져오는 것을 정책의 목표로 삼고 있다.

영문 초록

This study is to analyse the integration discourse of integration education policies for immigrants children and adolescent in Germany. The focus of analysis lies in national actionplan of integration(2011) with other publications of federal state government. At first, I arrange definition and character of integration, goals and level of integration, conditions for successful integration. which have been discussed in social sciences. They are the theoretical basis. Then, integration discourse is analysed which we extract from integration education policies. How is integration defined in integration education policies and what character do they have? What are their goals and which level of integration is pursued? For successful integration, which conditions should be fulfilled and which role play education in them. The results of analysis are as follows: Integration is defined as sharing process of opportunity guarantee in every fields of life. German language, education, vocational education, job and participation in social life are key conditions for successful integration. Here plays education the key role of personal development and social sharing. Therefore, the goals of integration education policies are to give equal opportunity to every students with and without immigration background and to bring changes of structure in which the immigrants are situated.
