국문 초록

소하천정비는 재난위험도저감을 위한 효과적인 사업이나 안전성과 효율성만을 강조하게 되면, 소하천이 주변 생태계나 환경과 동떨어져 주민과 생물이 이용하지 않는 장소가 되기 쉽다. 아름답고 안전한 소하천 가꾸기는 소하천을 환경 친화적이고 지역문화 및 풍물과 연계하는 등 지역 특화함으로써 지속가능개발을 지원하는 사업이라고 할 수 있다. 소하천정비사업을 대상으로 아름답고 안전한 소하천을 선정하기 위해서는 다양한 판단기준과 문화, 생태, 개발 등 복합적인 가치가 반영된 선정기준의 개발이 필요하다. 본 연구에서는 아름답고 안전한 소하천의 목적과 기능에 입각하여 25개 세부평가항목을 결정하였고, 평가항목별 가중치는 계층분석과정기법에서 제안하는 고유벡터법으로 결정하였다. 각 세부항목별 배점기준은 3개 단계로 구분하였는데, 기 수행된 사업결과를 분석하여 자료의 구간별 분포가 가능한 정규분포가 되도록 결정하였다. 본 연구에서 개발한 아름답고 안전한 소하천 선정기준은 향후 소하천을 지역 특성화함으로써 복원력 강한 방향으로 투자하기 위한 의사결정에 도움을 줄 것으로 판단된다.

영문 초록

Although, the small stream restoration is an effective program for disaster risk reduction, the streams may be isolated and the res-idents and animals can not use it if the program overemphasizes the safety and benefit. The artistic and safe small stream restoration is a program to support sustainable development as the small stream is a regional speciality with link to local culture and special prod-ucts and a eco-friendly space. To select the artistic and safe small stream restoration from the small stream restoration projects, the guideline for priority setting reflected various evaluation standards and complex characteristics such as culture, ecology, development is needed. This study determined 25 evaluation criteria and attributes by considering the functions and objectives of the artistic and safe small stream restoration program and estimated relative importances of evaluation criterion by the eigenvector method in Anai-ytic Hierarchy Process. The developed sub items are divided by three distances where each distance is well arranged by normal dis-tribution, which are evaluated by stream data collected from the artistic and safe small stream restoration results. The developed guideline for selecting local characterized small streams can help to determine investment decision in resilient restoration.
