국문 초록

본 연구에서는 도시의 환경 및 사회적 특성을 고려한 홍수재해 취약정도를 평가하는 방법에 대하여 다루었다. 특히 도시에서 발생하는 내수침수로 인해 가장 먼저 피해를 입는 도로교통 문제와 연령 및 장애 등 거주민의 취약요인을 평가에 반영하였다. 즉, 기존의 여러 연구에서 제안한 홍수 피해액 기준의 평가보다는 인명 및 도시기능 관리에 중점을 두었다. 취약성 평가 절차는 도시와 거주민의 특성을 반영할 수 있는 평가인자를 구성하고 가중치를 산정하여 TOPSIS 기법으로 평가하는 3단계로 구성하였다. 가중치는 대표적인 주관적 가중치 산정기법인 델파이 방법과 객관적 가중치 산정기법인 엔트로피 분석기법을 이용하여 결정하였다. 본 연구에서 채택한 평가대상지역은 인접하천의 배수위 영향과 우수배제 불량 등으로 침수가 발생한 도림천 유역이다. 수립된 접근법은 각 지역의 특성을 고려할 수 있는 도시홍수취약성 평가 방법으로서 도시의 각 지역에 내재된 취약요인들을 사전에 인식하여 도시홍수 발생에 있어 우선적 관리가 필요한 대상을 제시할 수 있을 것으로 판단된다.

영문 초록

In this research, the assessment technique to evaluate the degree of vulnerability to a flood disaster, which reflects the environmental and social characteristics in the light of the urban environment, was addressed. In particular, the road transportation problems, which are affected by inland inundation in urban areas and by the vulnerable groups, such as inhabitants' age and disability, are considered in the evaluation. Consequently, the assessment technique is more focused on the life and management of urban functions than the amount of damage. Vulnerability assessment procedures comprise three stages, i.e., composing the assessment index to reflect the characteristics of the cities and inhabitants, calculating the weight, and evaluating the vulnerability using the TOPSIS technique. The weights were determined using the Delphi method and Entropy analysis, which employed the typical subjective weight assessment technique and objective weight assessment technique, respectively. The target area for the evaluation was the Dorimcheon basin in which a flood had occurred because of the influence of backwater from the nearby streams and the poor rainfall drainage system. The established approach, employed as an urban flood vulnerability assessment technique that is able to consider the characteristics of each region, makes it possible to predict the inherent vulnerable factors in urban regions and to propose the area of priority control when urban floods occur.
