영문 초록

The informatization based on internet and rapid improvement of information communication technology has brought various changes in every part of humanity such as economy, society, administration and culture. Along with the convenience, national foundation infrastructure and social structure is becoming more dependent on information communication technology. Especially, safety threat toward E-banking area is becoming more intelligent, professionalized, and enlarging and result to various hacking crime, personal information leakage crime, DDoS attack, and Phishing. However, the measures government and financial authorities announced in consideration of e-commerce crime and cyber terror, the cyber terror and financial information leakage accident threat is still happening consistently. The cause of this situation is that government do not consider specificity of professionalized e-commerce that is rapidly improving and only concentrate on establishing related measures. Therefore, in order to achieve a goal to secure the safety and reliability of e-banking, one should advance with self-regulation in e-banking safety which allows financial institutions to voluntary decide safety technology passes the boundary of public regulation. To achieve this, the authorities must supplement the flaws of self-regulation, prepare related legislations to make self-regulation effective, strengthen the collaboration of financial institutions so as not to be recognized as self-regulation only for administrative convenience for few significant member institutions.
