영문 초록

This l:taper an yses lhe govemance of metropolitan ning in two North American cities: San Fran sco in lhe US and Vancoúver in Canada. The paper argues that the core plmming agency of the Vancouver region ‘ GVRD. has establishcd a strong sratus as a regional planning organization lhrough a lor잉 period of participatory planning practice leading an orderly c∞rdination 이 interests among di fferent municipalilies and stake-holders; however, this is not the case for the San Francisco region. In lhe latter case, main roles of metro itan planning. such as the provision of long• term vision, transit services. and clean water, have bcen fragmented among rnany differenl organizations. such as goveπrnents. quasi-. and non- govemmenl organizations. speciaJ districts, and private seclOrs. This fragmentation is believω to be a major source of the lack of efficacy. efficiency. aJ convcnience in urban service provi5ion of the region
