The intemational society on climatic change is undergoìng thc negotiation on climatic change system (post 2012), In Ù1is regard, Korea also is demanded to transfoml high carbon emisslOn city 10 carbon emlssion CilY 10 CO with climatic change Therefore. this research has the propose 10 cvaluate the present conditions of loc govc ment polκlCS m셔 10 prlOse desirable direction to convert to low carbon emission CiLV. '1‘(l lhal end. the research conducted qUestionnaire survey with local govemments and academic community experts reJated to climatic change, and the results of survcy on climatic change recognilion and policy demands can be summarized as foUows: First, “U the municipal org‘mizalions are sll'ongl， rccognizing the necessity 10 reduce carbon dioxide emission amount 10 cope with d imatic change.
