영문 초록

Poverty in the world is one of serious problem. Economic development policies in each countη in the world do not cover evenly all social groups in each one. Furthermore, fruits of economic growth are not distributed properly to poverty groups or social disadvantage groups in the most of developing or developed countries. The objectives of this paper are to analyze why the poor does not reduce, why absolution poverty does not decrease in underdevelopment or developing countries, why relative poverty is more and more increase in developed countries, and to propose altematives policies for poverty reduction through social capital at community level. To achieve these objectives, this paper is composed five sections. First section is introduction and second is theoretical review on poverty and social capital. Third section introduces poverty reduction programs by intemational institute. Forth section analyzes how to form and how to structurize social capital in community for poverty reduction. Fifth is conclusion and policies implication. Findings for poverty reduction through social capital in this paper are ú) the positive participation of residents in poverty reduction programs ø endogenous mobilization of community resources @ proper extemal support through govemment-private partnership @ proper policies support for maximization of community social capital.
