영문 초록

As a result of the various programs for national land development, the imbalance and disparity between regions has grown serious. Therefore, we should make better the problemes of the high social and economic expenses resulted from regional disparity. The development promotion system for backward regions was introduced to devise the balanced development by region. But there are many problems in the process of these plannings because the induction and operation of this new system have very short term. Hence, this study, after reviewing the important contents and the effectuation process of the development promotion system for the backward regions, aims to analyze the serious problems of new system and to suggest the reform device.
