영문 초록

This study attempted to examine the evolution process of development policies and plannings for revitalization of a Japanese islands, Gotoretto Archipelago from the viewpoint of governement. In detail, the study examined the roles and fronds of the National Development Planning(NDP) and its subordinate laws, analysing the implementation of the laws and its results. The findings are : 1) The NDPs fail to tackle the overwhelming polarization to Tokyo and regional disparity. 2) The NDPs paid little attention to the development of backward region until the fourth NDP (1987-1996). 3) Both the Laws of Promotion of Islands (LPI) and the Accelerated Law for Vitalizing Less Populated Region (ALVLPR) played good roles in island development, in particular the latter is proved to be more effective in that it guarantees citizen participation in planning process, that it activates implementation of the policies by allowing issuing the loan for the less populated legions, and that it encourages soft programs as well as industry development. Finally, the study carried out the case study, where the process of practice of the national policies unto Gotoretto Archipelago were dealt. Even though various projects have been attempted supported by the laws such as NDP, LPI and ALVLPR, the local reaction is found to have been inactive. Local revitalization projects had not been documented until the late 80`s in the study region.
