영문 초록

This study is to survey the production function studies which estimates economic effects of social overhead capital, and to investigate the present circumstances of Korean infrastructure with an emphasis on the regional disparities of infrastructure distribution. This paper also discusses various financing methods of public investment which are required to increase social overhead capital. The findings are summarized as follows: First, the production studies show that social overhead capital has an great impact on total production of an economy. Second, infrastructure in Korea is low enough to impose additional costs to private production activity. Third, the public capital is highly concentrated in the relatively developed area such as Kyunggi, Kyungnam and Kyungbug, and the same is true for the recent public investments. Thus, the public investment should be directed into the underdeveloped regions in order to eliminate economic disparities in Korea. Fourth, user fees should be increased to an adequate level to finance infrastructure investment, and private sector investment in infrastructure should be activated.
