국문 초록

본 연구는 지방세 비과세·감면이 경제성장과 세수입에 미치는 영향을 분석하는 데 목적이 있다. 이를 위해 우리나라의 16개 지역을 대상으로 2003년부터 2013년까지를 분석기간으로 하여 패널분석을 실시하였다. 분석 결과 지방세 비과세·감면은 일정한 시간이 흐른 후 경제성장에 기여하는 것으로 나타났으며, 이러한 경제성장 효과는 세수입을 증가시키는 것으로 나타났다. 특히 국세와 지방세에 대한 효과를 비교한 결과 지방세수입의 증가효과보다는 국세수입의 증가효과가 더 크게 나타났다. 이러한 결과는 지방세 비과세·감면이 지방세의 증가보다는 주로 국세의 증가로 연결될 수밖에 없는 중앙정부 중심의 불균형적 조세구조에 기인하는 것으로 추측된다. 따라서 지방세 비과세·감면을 통해 지방세입을 증대시키고 재정건전성을 확보하고자 한다면 지방정부의 세수 결손에 대한 중앙정부의 재정보전이 이루어지거나, 점진적으로 지방세 비과세·감면을 수행하는 주체를 중앙정부가 아닌 지방정부로 전환하여야 한다.

영문 초록

This study analyzes the effect of local tax reduction and exemption on local growth and tax revenues. To achieve this, the study used panel data from 16 areas in Korea over a period of 11 years (2003-2013). Analysis shows that local tax reduction and exemption contributes to economic growth after a few years, which increases the tax revenue. In particular, it increases the national tax rather than local tax due to the unbalanced tax system of Korea. This implies that the local tax reduction and exemption leads to the growth of the national tax, rather than that of the local tax. Therefore, to increase the local tax and ensure fiscal soundness, the central government should make up for the local government revenue deficit completely, or the central government should gradually allocate authority to the local government to determine the local tax reductions and exemptions.
