영문 초록

The development of local autonomy and decentralization at the same time can lead to an increase of local corruption. Simplicity of the central government's anti-corruption strategies to meet the capacity of local government shall establish measures to control difficult. Nation status of local government corruption, especially political corruption associated with the local provincial administration is showing the realities of corruption. Conducted in the central government only controls the local government corruption, corruption of local government can not improve. With local politicians, the corrupt practices of officials in order to fundamentally improve accountability of local politicians and civil servants should be improved. In this sense, political, administrative, organizational and financial responsibility for improving governance model applied to a network of local governments to establish accountability measures is presented in norms. In conclusion, Callahan says, and accountability systems, performance measurement and citizen participation is an effective governance of the three elements work is also presented.
