국문 초록

1945년 광복과 남북분단 이후 70여 년 간 남한과 북한은 다른 정치체제를 구축하고 유지하여 왔으며, 사회·문화·경제면에서도 많은 차이를 보이고 있다. 남한은 국가의 주요 의무인 구성원의 기본권을 보장하고 자유민주주의 체제의 안정화를 위한 과정을 거쳤으며, 북한은 주체사상 또는 김일성 주의를 규범적 원리로 기본권 보장보다는 내부의 위협에 대처하기 위한 통치이념과 정치체제를 구축하여 왔다. 북한은 1955년 주체사상을 공식화한 이래 1980년대 김정일의 공식 후계자 등장, 1980년대 말 소련의 붕괴에 따른 위기의식 고조 등 일련의 과정을 거치면서 북한당국의 차별성·우월성을 가속화하여 왔다. 이는 1990년대의 우리식 사회주의(1991), 붉은기 사상(1995) 등으로 변화되었으며, 북한사회가 직면한 내부모순과 외부압력 속에서 체제를 수호하기 위한 대응책으로써 작용하고 있다. 내부모순은 2012년김정은 체제 출범 이후 지속된 경제난과 정치불안 핵개발로 인하여 주변국가의 정치 군사 경제의 제제로 김정은 정권의 체제 불만에 대한 소요사태와 같은 북한사회 붕괴에 대한 우려도 높은 실정이다. 고위관료에 대한 무자비한 숙청과 체제에 대항하는 주민들은 정치범수용소 등 구금시설에 수용되어 열악한 시설에서 인간 이하의 처우를 받고 있는 것으로 나타났다. 피구금자 처우에 있어서 남·북한 교정행정의 격차가 매우 큰 것으로 분석되고 있기 때문에 다양한 분야에서의 자료수집과 연구가 병행되어 합리적인 납북한 교정행정 통합방안 마련이 필요한 상황이다.

영문 초록
