국문 초록

본 연구는 지금까지 수원국의 발전을 위해서 해외개발원조(ODA)에 큰 역할을 담당하였던 정부 조직에서 향후 신자유주의적 글로벌 경쟁시대에 전방위적인 ‘지속 가능한 발전 목표’(SDG)를 능동적이고 창의적으로 달성하기 위하여 갖추어야 할 정부 조직의 역할이나 대응 방향을 살펴보고자 한다. 1972년 로마클럽의 ‘성장의 한계’보고서에서 ‘지속가능성’이 처음 제시되었고, 1987년 세계환경개발회의 (WCED)의 ‘우리의 공동 미래’의 브룬트란드 보고서(Brundtland Report)에서 ‘지속가능한 발전’(Sustainable Development)이 처음 사용된 후 2000년 ‘UN 밀레니엄선언’의 새천년개발목표(MDG)가 제시되면서 우리나라도 지속가능발전위원회와 녹색성장위원회 설치를 중심으로 지속가능한 발전에 적극 동참해 왔다. 그러나 정부는 2015년 이후 21세기의 새로운 글로벌 경쟁 환경 속에서 SDG 발전 패러다 임에서 ‘환경보존-경제발전-사회발전’의 균형발전을 통한 지속가능한 발전을 추구 할 수 있는 조직 시스템 모델을 적극 추진해야 한다. 체제적인 관점에서 볼 때 모순 되고 배타적인 경제발전과 환경보존과 사회발전의 가치를 포괄하는 미래지향적인 Grand Plan을 마련하고, 지속가능한 발전의 관점에서 정책 전반을 통합할 수 있는 조직의 위상 정립과 활성화를 적극 지원하며, 그리고 지방의제를 지방정부와 다양한 주체들의 참여와 추진 상황의 모니터링 해 나간다. 조직 내부 관리의 관점에서 볼 때 새로운 외부 환경 변화에 대응하여 지속가능한 발전을 적극 실현해 나갈 최고 지도자의 변혁적 리더십이 요구되며, 비전과 정책을 창의적 지식과 방법으로 실현 해가려는 지식기반의 학습조직의 특성이 구축되어야 하며, 전문적으로 정책 업무의 결정과 집행을 하는 개인의 역량 강화와 역량기반 교육훈련이 필요하다.

영문 초록

This study tries to identify the roles and policy directions of the government which should take reactions in more proactive and creative ways to the adoption of the sustainable development goals (SDG) in the global society. In 1972, the Roman Club suggested the concept of sustainability in its report of 'Limits to Growth,' and in 1987 the World Commission on Environment and Development (WCED) first used the term 'sustainable development (SD)' in the Brundtland Report, often entitled as 'Our Common Future.' In 2000, the Millenium Development Goals (MDG) were adopted in the United Nations, and since then the Korea government has been positive in making efforts for sustainable development, for instance, by forming the Committee of Sustainable Development and the Committee of Green Growth in its system. In the context of the Sustainable Development Goals (SDG) in 2015, this study emphasizes that the government should be a system which will be able to promote the sustainable development in the better balanced way among three conflicting values and goals - economic growth, social development, and environmental preservation. Major suggestions included in this study are the necessity of a grand plan that covers and harmonizes three conflicting values, the establishment of a pan-governmental organization which can integrate all SD policies and provide persistent supports for their implementation. At the dimension of organizational management, this study stresses the importance of building the transformative leadership within agencies, renovating them into more knowledge-based learning organizations, and improving the capabilities of individual government employees, for the sustainable development.
