지방교육재정 분석 및 진단제도의 현황과 발전방안

국문 초록

본 연구는 지방교육재정의 환류제도로 중 하나로서 지방교육재정 분석 및 진단제도에 대해서 고찰하고 향후 지방교육재정 분석 및 진단제도가 더욱 발전할 수 있는 몇 가지 방안들을 제시하는 것을 목적으로 추진되었다. 이러한 연구 목적을 달성하기 위해 지방재정법과 동법 시행령, 지방교육재정 분석 및 진단규정(교육부훈령)과 선행 연구, 지방교육재정과 지방재정의 분석 및 진단제도를 추진하는 전문 위탁기관의 내부 자료, 시･도교육청 담당자와의 간담회 및 의견 수렴 결과, 분석 및 진단과정에의 실제 참여 경험 등을 활용하였다. 국가 전체가 재정의 위기를 겪고 있는 현실에서 2015년에 대폭 개선･강화된 지방교육재정 분석 및 진단제도는 종전의 분석보다 분석의 제도적 목적을 직접적으로 달성할 수 있도록 지표가 개선되었고, 분석 방법도 종전에 비해 진일보 했으며, 비록 2014년 5월 지방재정법의 개정의 영향이긴 하지만 결과의 활용도 역시 높아진 것으로 나타났다. 다만, 지방재정법과 동법 시 행령, 지방교육재정 분석 및 진단 규정이 명시적으로 표명하고 있는 분석 및 진단제도의 실질적 실행과 재정인센티브 지원, 시･도교육청의 우수사례 확산을 위한 컨설팅 과정의 명문화･제도화 노력, 현장의 의견을 수렴하는 과정을 통한 체계적･주기적 지표의 개선 작업 등은 추후 분석 및 진단제도의 과제로 여전히 남아있다. 본 연구에서는 분석 및 진단제도의 세부적 발전 방안들을 (1) 분석 내용의 내실화, (2) 분석 결과의 활용 제고, (3) 제도 추진시스템의 체계화의 세 가지 측면으로 구분하여 구체적으로 제시하였다. 본 연구는 결론으로 지방교육재정 분석 및 진단제도의 성패가 현장과 밀착된 지표의 지속적 개선과 시･도교육청 재정운용의 건전성과 효 율성 제고를 유인할 수 있는 현실 및 내용타당성 있는 지표 개발과 적용에 있음을 강조하였다.

영문 초록

The purpose of this study is to explore several developmental plans of local education finance analysis and diagnosis system as a feedback system in local education finance system. In order to fulfill the purpose, local financial law, enforcement ordinance, the related Education Ministry instruction, previous studies, inside references of KEDI’s center for local educational finance research, the results of meeting with people in charge of finance analysis and diagnosis, their opinion collections, and the experience as a analyst in local education analysis and diagnosis are all utilized. In current situation of financial crisis in Korea, the advanced local education finance analysis and diagnosis system in 2015 has achieved success in many ways such as indicators improvement in manners of directly expressing the purpose of local education finance analysis and diagnosis system, analysis method’s advancement, and result utilization strengthen due to the revision of local financial law in 2014. However, implementation of analysis and diagnosis―for example, warning signal and enforcement plans for achieving financial soundness―payment of financial incentive, and consulting for spreading good practice which are clearly indicated in the local financial law, enforcement ordinance, and the Education Ministry instruction are further steps that has not realized yet. This study specifically suggests developmental plans in the three aspects such as reinforcement of analysis contents, improvement of analysis results, and systematization of promoting management. After all, the key to the success of local education finance analysis and diagnosis system depends on improving indicators based on the need of 17 local education agencies and on reinforcing indicators to induce improving soundness and efficiency of education finance revenue and expenditure.
