국문 초록

이 연구는 교육부에서 제공하는 지방교육재정알리미 자료를 활용하여 2010-2013년도 4년 간 각 시･도교육청의 지방교육재정 운영 능력을 분석하였다. 이를 위해 먼저 현행 ｢지방재정법｣과 ｢지방교육재정 분석 및 진단 규정｣에 기초한 지방교육재정 분석･진단체제의 문제점을 살펴보고, 보완적 논의로서 기존 연구에서 개발된 지방교육재정 운영 능력 분석･진단 지표를 소개하 였다. 또한 동지표를 활용하여 2010-2013년까지 각 시･도교육청의 지방교육재정 운영 능력을 분석하였으며, 후속 연구 과제를 제시하였다. 연구 분석 결과 시･도교육청의 지방교육재정 운영능력은 점차 향상되고 있었으나, 부채 수준이 반영된 재정규모 안정성 영역의 지표는 오히려 하락하고 있었다. 전체적으로 볼 때 제주, 경기, 충북, 경북 등 도 지역의 운영능력이 상대적으로 우수했고, 서울, 부산, 울산, 전남 등 주로 시 지역의 운영능력은 상대적으로 약한 것으로 분석되었다. 이 연구는 지방교육재정 운영 능력에 대한 통합 지표 활용의 가능성을 제시함으로써, 추후 지방교육재정의 규모와 운영 측면의 안정성, 교육투자 수준, 계획성 등을 종합적으로 측정할 수 있는 계기가 될 수 있을 것으로 기대한다.

영문 초록

The purpose of this study was to analyze financial management capacity of metropolitan and provincial offices of Education with data(from 2010 to 2013) from ‘the local educational finance information service’ provided by the Ministry of Education. To achieve this, first, some issues of the current analysis and diagnosis system based on 「Local Finance Act」were reviewed, and second, the analysis and diagnosis indicators developed in the prior research were introduced in a complementary sense. Lastly, each financial management capacity of metropolitan and provincial offices of education was analyzed with these indicators. The results found in this study were as followings. Analysis showed that each local educational governments’ management capacity of local educational finance was growing but rather the financial stability of size with indicators including level of debts was decreasing. Overall, Jeju, Gyeonggi, Chungbuk, Gyeongbuk, and so forth of metropolitan‘s financial management capacity were relatively superior, and Seoul, Busan, Ulsan, Jeonnam, and so forth of Provincial’s were relatively inferior. This study expected to be an opportunity to measure size and stability of operation, level of educational investment, level of planning, and so forth of local educational finance synthetically by suggesting possibility of using combined indicators about the capacity to manage local educational finance.
