영문 초록

Japan is the most ‘intimate’ nation to Korea, as Korea is to Japan. Both nations share a common cultural heritage and both uphold liberal democratic values. Mutual economic dependency also ties the two nations together and common security interests dictate that both governments cooperate closely in the international political community. The unresolved historical animosity created by harsh Japanese colonial rule in the past century means that the Korean government cannot shake Japanese hands easily. Peoples of the two nations also hesitate to open their hearts to accept the other. Formal inter-government diplomatic endeavors have not thawed icy government-to-government relations. An alternative way to heal damaged Korea-Japan relations is to mobilize NGOs to enhance people-to-people contacts. Improved popular sentiment developed through broad personal interactions will eventually create a positive environment for healing damaged inter-government relations. In dealing with Korea-Japan relations, where emotion matters more than rational judgment in settling complex state-to-state relations, civil diplomacy will play a greater role than will formal diplomacy. We should pay greater attention to civil diplomacy as an alternative approach to melt deadlocked Korea-Japan relations.
