방과후학교 운영충실도를 적용한 정책성과 분석

국문 초록

본 연구에서는 방과후학교 운영충실도를 활용하여 수학성취도에 대한 방과후학교 성과를 분석하였다. 방과후학교 운영충실도의 하위요소는 방과후학교 프로그램의 질적 수준(만족도조사 활용도, 학교장 지원정도, 전담부서 운영여부)과 참여자의 반응성(방과후학교 참여율)으로 정의하고, 방과후학교 운영실태조사 자료를 활용하여 운영충실도를 측정하였다. 측정된 운영충실도는「학교교육 실태 및 수준분석」연구(2012)의 수학성취도와 학생및 학교 정보와 연계하여, 방과후학교 운영충실도와 관련이 있는 학교변인을 탐색하고 운영충실도에 따른 정책의 성과를 분석하였다. 분석 결과 첫째, 방과후학교 운영충실도는 각 하위요소별로 설립유형과 남녀공학여부, 학교소재지, 학교별 사교육 참여율, 학교평균부모학력수준과 일부 유의미한 관계가 있었다. 둘째, 방과후학교에 참여하는 학생은 참여하지 않는 학생에 비하여 높은 수학성취도를 보였다. 셋째, 방과후학교 효과는 학교마다유의미한 차이가 있었으나, 그 차이를 방과후학교 운영충실도가 설명하지는 못하였다. 넷째, 방과후학교 운영충실도는 학교별 학력격차와 유의미한 관계가 있었다. 이러한 연구결과를 바탕으로, 본 연구에서는, 이후 방과후학교의 운영충실도에 대한 정보를 학생 수준에서 수집할 것, 방과후학교의 성과를 평가함에 있어서 보다 다양한 성과준거를 활용할 것, 그리고 학교급별로 성과분석을 수행할 것 등을 제안하였다.

영문 초록

This study focused on fidelity of program implementation (FOI) in estimating the effectiveness of after-school programs in high schools on student math achievement. specifically, this study investigates how after-school is actually being operated, and how the treatment effects differ depending on the operating status. To this end, the literature analysis and interviews with the teachers we defined FOI, as quality of delivery (the level of reflection of results of satisfaction survey, the principals’ support on after-school programs, whether or not operating own department) and participation responsiveness. And based on this definition, after-school survey was developed and implemented. After then, data on study's academic achievement and school related information on student and school background from “Status and Level of School Education(general high school),” were analyzed in connection with FOI to evaluate the performance of the policy. Each element of FOI show somewhat meaningful relationship to school location, establishment type, co-educational type, school average ratio of private school, and average SES (in terms of parents’ education level). Students who participate in after-school showed higher mathematics achievement than students who did not. After-school effects vary significantly across schools, but that difference was not explained by FOI. Finally, some component of FOI had significant relationship to academic gap of each school. Based on the results of this study, some recommendations were suggested; FOI should be measured and considered in evaluating educational policies, FOI should be gathered at the student level, and similar studies should be performed for each school level.
