고구려의 강원도 진출과 의의

국문 초록

강원도 일원은 고고자료가 상당수 축적되었음에도 불구하고 그동안 三國을 중심으로 역사를 서술하는 학계의 시각, 문헌 사료의 소략함 등으로 인하여 한국 고대 영역사에 있어서 일종의‘공백지대’혹은‘문화의 섬’과 같은 존재로 취급되어 왔다. 하지만 청동기시대부터 확인되는 복합적인 사회 조직들은 이후 동예, 동옥저 등과 같은 소국으로 성장하였으며, 지형적 특징으로 인해 타 지역과 다른 독자적이면서 폐쇄적인 문화권을 형성해온 강원도의 문화적 특징은 고구려가 강원도로 진출한 이후에도 유지된 것으로 보인다. 문헌사료를 보면 고구려가 강원도에 군현을 설치하여 본격적으로 경영함으로써 한반도 중남부로 진출하는 교통로를 확보하고, 말갈로 대변되는 강원도 일대의 정치체를 반독립적인 附庸세력으로 삼아 백제와 신라를 견제하거나, 한반도 중부 이남으로 세력권 확대를 시도했을 때, 그 尖兵으로 내세우기도 하였음을 알 수 있다. 하지만 실제 고구려가 강원도를 경영했다고 볼 수 있는 직접적인 물질자료는 많지 않다. 이에 본고에서는 고구려가 강원도 일원에 남긴 흔적을 토대로 고구려의 강원도 진출 및 경영에 대한 전말을 추론하면서 문헌사료 와 고고자료의 차이가 발생한 이유에 대해 고민해 보았다. 더불어 고구려 전후로 강원도에 진출했던 백제 및 신라와 비교하면서 삼국의 강원도 일원에 대한 지배 방식의 차이, 국가체제의 차이 등을 살펴보았다. 그 결과, 고구려의 강원도 경영 방식이 제국체제에 걸맞는, 변경에 대한 효율적인 통치 방식이었음을 확인하였다. 하지만 이는 단기간의 세력 확장에는 유리했지만, 장기적인 영토 경영에는 불리하였고, 그로 인해 결국 고구려는 신라에게 강원도 일원을 내주면서 한반도 중부 지역의 패권마저 잃게 되었음을 확인할 수 있었다.

영문 초록

Although ‘Gangwon-do province(江原道)’has profuse archaeological materials, it has been considered as ‘Vacuum area’or ‘Culture Island’in ancient history of Korean territory because of inattention to literature historical materials and academical tendency focusing on narrating history about Three Kingdom period. However, multiple social organizations from Bronze-age repeated development and became the base of small states such as Dongye(東濊) and Dongokjeo(東沃沮). Also, it seems the independent and exclusive cultural characteristics of Gangwon-do province based on the geographical feature had continued after Goguryeo entered into Gangwon-do province. Refer to literature historical materials, by establishing Gun-hyeon(郡縣, counties and prefectures), Goguryeo started to rule Gangwon-do province in earnest. Goguryeo hereby secured the route for entry into the south central part of the Korean peninsula, and made local polities represented by Mohe halfway independent confederate powers to check Baekje and Silla. Also, Goguryeo placed them as the advance guard when Goguryeo attempted to expand its power into the south of the central Korean Peninsula. However, there are not many direct archaeological materials which prove that Goguryeo administered Gangwon-do province indeed. Therefore I infer the details regarding how Goguryeo advanced into Gangwon-do province and managed it, and attempt to figure out the reason which caused the differences between literature historical materials and archaeological materials in this study. In addition, I examine the differences in ruling system and national system among Three kingdoms. As a result, I ascertain that the ruling system of Goguryeo over Gangwon-do province was effective way to control fringeland which was suitable for empire system. It was advantageous to expand the influence in a short time, but it was unfavorable in terms of the long-term territory management. Consequently, Goguryeo was deprived Gangwon-do province by Silla and lost its supremacy over the central part of the Korean peninsula.
