레드테이프(Red Tape)의 영향요인에 대한 연구

국문 초록

본 연구는 경찰조직의 레드테이프에 영향을 미치는 요인에 대하여 분석하였다. 분석결과를 요약하면 첫째, 경찰관들이 업무에서 느끼는 목표모호성이 높을수록 경찰관들이 인식하는 레드테이프 수준이 높아지는 것으로 나타났다. 둘째, 조직내 규칙이나 규정을 중시하는 위계문화의 성격이 강하게 자리 잡을수록 경찰관들이 인식하는 레드테이프의 수준이 높아지는 것으로 나타났다. 셋째, 경찰 관들이 현행 승진제도가 공정하지 못한 것으로 인식할수록 레드테이프의 수준을 증가시키는 것으로 나타났다. 반면에 경찰관들의 업무과다나 계급체계의 집권화 는 레드테이프와는 아무런 인과관계가 없는 것으로 나타났다. 본 연구는 기존의 경찰조직을 대상으로는 좀처럼 시도되지 않았던 레드테이프의 영향요인을 분석하여 레드테이프의 수준을 감소시킬 수 있는 방안을 마련함으로써 향후 급변하 는 환경변화에 탄력적이고 능동적으로 대응할 수 있는 중요한 시사점을 제시하 였다는 점에서 의미를 부여할 수 있다.

영문 초록

This study looked into the factors that influences red tape of police organizations. To sum up the study, it showed that first; more goal ambiguity felt by the officers meant a higher level of red tape. Second; stronger personalities of the hierarchical culture that emphasizes rules and procedures within the organization meant higher levels of red tape recognized by the officers. Third; when the officers recognized the promotional system as unfair, the red tape levels also rose. On the other hand, high work-loads and the centralization of the class system were found to have no causal relationships with the red tape levels. This study looked into aspects of influential facts of the red tape on police organizations that have never been attempted before; and can be said to have meaning for having created important implications that could flexibly and actively cope with the fast-changing environments in the future - thus lowering the red tape levels.
