방범용 CCTV의 통합형 표준가이드라인 구축을 위한 기준 연구

국문 초록

이 연구에서는 방범용 CCTV의 통합형 표준가이드라인 기준을 제시하기 위한 바람직한 방향 설정을 위하여 관련 전문가들의 직관과 의견을 수렴하기 위한 목적으로 2015년 12월 1일부터 2015년 1월 5일까지 전문가 델파이 분석을 실시하였다. 이 연구에서는 연구 분야별 전문가를 연구자가 직접 선정하는 방법으로 전문가 집단을 구성하였으며, 개방/폐쇄 혼합형의 1차 설문과 구조화된 폐쇄형 2 차 설문을 거쳐 방범용 CCTV 통합형 표준가이드라인 기준을 구축하기 위한 적절한 세부요인들을 도출하고 패널 간 의견 일치도를 살펴보았다. 연구결과를 요약하면 다음과 같다. 첫째, 이 연구의 제1차 델파이 조사 결과, 초기 항목 수 21개 중 CVR 0.49 이하 또는 평균 5.0 미만 또는 중앙값 5.0 미 만인 3개 항목이 삭제되고 델파이 패널들의 의견을 수렴하여 1개 항목이 수정, 27개 항목이 추가되었다. 이 중 기술적 측면에서는 카메라 해상도가 평균 6.536 으로 가장 높게 나타났고, 운영 및 정책적 측면에서는 통합포털 구축 운영이 평균 6.563으로 가장 높게 나타나 델파이 패널들이 방범용 CCTV의 통합형 표준가 이드라인 기준의 항목으로 가장 적절하다고 생각하는 것으로 나타났으며, Kendall s W를 계산한 결과, 0.2392~0.2446의 범위로 나타나 델파이 패널 간 의견이 대체로 일치하는 것으로 나타났다. 둘째, 제2차 델파이 조사 결과, 항목 수 64개 중 CVR 0.49 이하 또는 평균 5.0 미만 또는 중앙값 5.0 미만인 9개 항목이 삭제되어 총 36개 항목이 최종 결정되었다. 이중 기술적 측면에서는 카메라 해상도가 평균 6.000으로 가장 높게 나타났으며, 운영 및 정책적 측면에서는 모니터링 요원 선발 기준 및 자격이 평 균 6.438로 높게 나타나 델파이 패널들이 방범용 CCTV의 통합형 표준가이드라인 기준의 항목을 정함에 있어 가장 중요하다고 생각하는 항목인 것으로 나타났 으며, Kendall s W를 계산한 결과, 0.3459~0.3708의 범위로 나타나 델파이 패널 간 의견이 대체로 일치하는 것으로 나타났다. 이러한 분석결과를 토대로 이 연구에서는 방범용 CCTV의 통합형 표준가이드 라인 기준 최종안을 제시하였다.

영문 초록

In this study, for the purpose of collecting the intuition and opinion, December 1, 2015 from January 2015 until 05 expert Delphi analysis of relevant experts to the desired orientation to present a unified standard guideline criteria for CCTV for security was performed.
