국문 초록

현 정부 출범 이후, 그동안의 경제발전과 민주화를 중심으로 한 ‘성장’ 위주의 발전을 지양하고, 국민의 삶을 제고하고 21세기 선진국 수준의 ‘성숙’ 단계로 도 약하고자 하는 박근혜 정부의 주된 국정운영방향으로서 ‘정부 3.0’이라는 패러다 임이 제시되어 추진 중에 있다. 또한 경찰조직을 둘러싼 치안환경에 있어서도 범죄와 사고로부터 위협이 지속적으로 높아진다는 전망이 제시되고 있고, 고령 화․다문화 사회의 가속화, 신종 범죄의 다양화 등 국민의 안전을 위협하는 요소들이 산재(散在)한 반면, 삶의 질에 대한 국민의 수요와 눈높이는 높아지면서 경찰조직의 보다 능동적이고 적극적이며 효율적인 대처와 운용이 요구되고 있다. 이에 경찰청은 2013년 이후 ‘소통하는 투명한 정부’, ‘일 잘하는 유능한 정부’, ‘국 민중심의 서비스 정부’라는 ｢정부 3.0｣의 실천 전략 토대 하에 다양한 정책과 프 로그램을 추진 중에 있다. 따라서 이 연구는 경찰정책에 있어 ｢정부 3.0｣이 갖는 의미에 대한 담론의 계 기를 제공하고 경찰의 세부 실천전략에 대한 논의와 평가를 통하여 다가오는 치안환경에 적극적으로 대응하는데 도움이 되는 정책적 방향을 제시하는 것을 목적으로 경찰의 ｢정부 3.0｣추진현황과 사례를 개관하였다. 그리고 보다 성공적인 정책과 프로그램의 정착을 위해서 구조적이고 거시적 차원의 개혁의 필요성, 실질적인 결과 산출의 고려, 지속적인 실행과 변화관리의 필요성 등의 정책적 제언을 제시하였다.

영문 초록

After the current government was established, as the major direction of operation of Park Geun-hye’s government to sublate ‘growth’-oriented development that has been centered around economic development and democratization and enhance people’s life quality and enter the phase of ‘maturity’ as one of the advanced nations in this 21st century, the paradigm of ‘Government 3.0’ was suggested and has been promoted up to now. Also, concerning security environment surrounding the police organization, it has been reported that the threat of crimes and accidents has been constantly increasing. Although factors threatening people’s safety such as the acceleration of being an aging and multicultural society and diversification of new crimes are widely spread, there is more and more demand for the police organization’s more active, aggressive, and efficient coping and operation as people demand and need higher life quality. Accordingly, since 2013, the National Police Agency has been implementing various policies and programs based on the practical strategies of Government 3.0 : ‘transparent government capable of communication’, ‘competent government operating favorably’, and ‘people-centered service government’. Therefore, this study overviews the current status and cases of promoting Government 3.0 of the police with the purpose of providing chances for discourse about the meanings of Government 3.0 regarding police policy and suggesting political directions helpful for coping with security environment coming aggressively through discussion and evaluation on the police’s detailed practical strategies. In addition, to settle more successful policies and programs down firmly, it also provides political suggestions such as necessity for revision in structural and macroscopic dimensions, considering the production of substantial results, and necessity for sustainable implementation and management of alterations.
