탈핵의 환경윤리

국문 초록

세계 각국의 원전 건설은 핵에너지를 평화적으로 이용하자는 동기에 의해 형성되었다. 그러나 체르노빌과 후쿠시마의 대형사고 이후 세계의 원전정책은 두 방향으로 전개되고 있는데, 원전 지속과 폐쇄의 상반된 길이 그것이다. 원전은 에너지를 제공함으로 써 사회가 물질적 풍요로 가는 데 도움을 주고 있지만, 그 사고로 인한 방사성물질의 누출은 오랜 세월에 걸쳐서 자연과 인간, 특히 미래세대 인류에게 치명적 해악을 초래한다. 우리나라를 비롯한 일부 국가는 사고 가능성에도 불구하고 원전을 계속 가동하고 있는데, 그 폐쇄로 초래될 산업경제의 부정적 영향을 가장 우려하기 때문이다. 반면 원전의 단계적 폐쇄를 결정한 독일은 원전이 결코 안전하지 않고, 원전을 대체할 방도 를 추구하는 것이 현실적으로 가능하며, 에너지가 현세대와 미래세대 사이의 도덕적 공정성의 문제라 는 것을 직시하였다. 한국은 에너지 정책을 펼칠 때 주로 경제만을 고려 하는 반면, 독일은 경제 외에도 환경윤리를 정책의 실천적 지침의 하나로 수용하고 있다. 산업사회는 구조적 위험사회로 이행하고 있기 때문에 향후 인 류는 치명적 위험에서 벗어나기 위해서 핵으로부터 자유로운 방향으로 나아가야 할 것이다. 필자는 인도적 생태주의 윤리가 미래세대 인류의 안전과 자연의 생명부양체계를 함께 지킬 수 있기 때문에 탈핵의 시대를 여는 데 가장 적합하다고 주장한다.

영문 초록

The construction of nuclear power plants has been spread all over the world according to the peaceful use of nuclear energy. However the policy of nuclear energy in the world is going to advance to two different directions since the accidents of both Chernobyl and Fukushima. One is the maintenance of nuclear power policy, the other is the phase-out. The nuclear power plants help the energy supply for the material affluents on the one hand, but they can exert an evil influence on nature and society, especially on human including future generations by the leakage of radioactive materials on the other hand. There are countries that adhere to the existing policy stubbornly in spite of accidents, because they first of all are worrying that the phasing out of nuclear power will provide the bad impact on industrial economy. On the contrary, German decided the phase-out of nuclear power plants in view of three reasons. First, it will be never convinced that the nuclear power plants are secure. Second, there are actually the possible alternatives to substitute for nuclear energy. Third, it is no doubt that an energy issue contains the moral fairness between present generation and future generations. Korea considers economy as matter of the highest priority in case of the pursuit of energy policy, while German regards environmental ethics as a practical guideline of policy as well as economy. Hereafter mankind must intend nuclear-free directions in order to avoid mortal disasters, for the present society is going to slip into the structural risk of industrial civilization. I contend that the ethics of humanistic ecologism can suggest the best way on opening the post-nuclear era, because it will protect both the security of future generations and the life-supporting system of nature together.
