공기업 경영평가단 규모와 성과급 차이가 재무성과에 미친 영향에 관한 실증분석

국문 초록

본 연구는 2000년부터 2009년까지 공기업 재무제표 자료를 이용하여 경영평가제도의 변화가 공기업의 경영성과에 어떠한 영향을 미쳤는지 실증적으로 분석하였다. 경영평가제도의 변천과정 가운데 경영평가제도의 지표 수와 평가 강도를 반영하는 척도로 평가대상 기관당 평균 경영평가단 투입규모가 기관의 재무성과와 어떠한 관계가 있는지 살펴보았다. 또한 기관간 경쟁을 촉진하고 경영성과를 제고하기 위하여 도입된 평가등급별 기관 성과급 격차가 실제로 기관의 경영성과에 긍정적인 효과가 있는지 분석하였다. 분석결과, 경영평가단의 규모가 클수록 공기업의 수익성과 성장성이 낮아지는 것으로 나타났다. 기관 성과급 격차는 수익성이나 성장성 지표 자체에는 유의미한 영향을 미치지 않았으나, 생산비용의 감축과 같은 투입효율성을 제고하는 효과가 있었다.

영문 초록

This paper empirically analyzes the effect of performance evaluation system on the performances of public enterprises. The performance evaluation system on public enterprises has changed its design since its introduction. From the institutional review, I chose the size of evaluation committee as an index for intensity of evaluation and the incentive gap on evaluation results as an index for magnitude of compensating monetary incentive. Using this indices about the evaluation intensity and incentive gap, the dynamic panel model was estimated using the firm-level panel data from 1999 to 2000. The results show that the performance level of public enterprises tend to decrease as the committee size increases. Especially, it has negative relationship with the firm profitability and growth. I also found out that operating profit ratio reduced as the incentive gap increased, which implies that the greater incentive on evaluation results could make the public enterprises reduce operating costs.
