동북아물류 신거점을 위한 경제자유구역의 역할

국문 초록

연구목적: 오늘날 세계 각국은 개방을 통한 무한경쟁 속에서 자국의 우위를 점하기 위한 전략들을 모색하고 있다. 본 연구는 경제자유구역이라는 국가 경제정책의 틀에서 동북아 시장 환경의 중요한 기능 중 하나인 물류기능의 활성화를 위해 우리나라가 동북아물류의 새로운 거점형성의 정책목표를 달성하는 데 일조할 수 있는 역할과 방안을 제시하는 것에 연구의 목적을 두고 있다. 논문구성/논리: 본 논문은 선행 연구된 기존의 문헌연구를 토대로 동북아의 물류 거점 확보를 위한 중국 중심의 정책과 한국의 경제자유구역을 통한 동북아 물류의 허브 방안을 중심으로 구성하였다. 제1장 서론에 이어 제2장에서는 중국의 동북아물류 거점 확보를 위한 전략과 정책에 대해 살펴보았다. 제3장에서는 우리나라 경제자유구역에 대해 현황 및 구체적 내용들을 고찰하였으며 제4장에서는 한국이 동북아 물류의 새로운 거점이 될 수 있는 경제자유구역을 통한 역할을 제시하면서 제5장에서는 결론을 맺었다. 결과: 한국은 최근 동북아지역의 환경을 고려해 볼 때 중국을 비롯한 일본, 러시아, 북한, 몽골 등 6개국 동북아 경제권의 성장과 동북아물류 중심지화를 위한 각국의 정책들에서 향후 이 지역에서의 기회요인은 더욱 많을 것으로 예상된다. 또한 이들 동북아 국가들과 지역 환경을 효율적으로 잘 활용하여 기존의 문제점들을 해결해 나간가면 동북아 물류시장에서 거점기능을 선점할 수 있는 가능성은 충분할 것으로 기대된다. 독창성/가치: 한국은 외환위기 이후 국가 경제를 위한 생존전략의 일환으로 외국인 투자의 효율적 유치에 대한 방안을 강구하면서 1998년 외국인투자지역, 2000년 자유무역지역, 2003년 경제자유구역 등 외국인 투자에 대해 특례와 지원을 제공하는 경제특구를 도입하여 운영하고 있다. 동북아 경제중심지전략의 구체화된 내용으로 추진된 경제자유구역은 그 법이 제정되면서 2003년 인천, 부산-진해, 광양만권, 2008년 황해, 대구-경북, 새만금-군산, 2013년 동해안권, 충북 등 현재 총 8개 지구를 지정･운영 중에 있다. 이들 경제자유구역을 통한 동북아물류 거점 확보를 위한 역할들을 제시하는 것에 본 논문의 독창성과 가치를 갖는다.

영문 초록

Purpose: Today, world is exploring strategy for gaining its own supremacy in an era of unlimited global open competition. The objective of this study is to suggest a role and direction of our country that may contribute to achieve policy goal of forming a new logistics hub in Northeast Asia for activation of logistics function that is one of the important functions in Northeast Asia market environment under the framework of national economic policy called economic free zone. Composition/Logic: This study was prepared by focusing on a logistics hub plan of Northeast Asia through China-centered policy and Korean economic free zone for securing logistics hub of Northeast Asia based on existing literature research of preceding studies. In Chapter 2 followed by Chapter 1, Introduction, strategy and policy for securing logistics hub of Northeast Asia by China and its neighboring countries were observed. In Chapter 3, current status and detailed contents of Korean economic free zone were considered and in Chapter 4, a role of Korean economic free zone that may become a new logistics hub of Northeast Asia was suggested and its conclusion was drawn in Chapter 5 finally. Findings: Considering recent environment of Northeast Asia, Korea would experience increased opportunity factors in this area in the future in terms of growth of economic sphere of Northeast Asian 6 countries including Japan, Russia, DPRK, Mongolia as well as China and policies of each country for centralization of Northeast Asia logistics. In addition, if existing problems should be solved by utilizing regional environment efficiently together with those countries, it is expected that hub function of Northeast Asia logistics market could be fully dominated in advance. Originality/Value: Since financial crisis, Korea is introducing and operating special economic zones that provide exception and support for foreign investment such as foreign investment zone in 1998, free trade zone in 2000, economic free zone in 2003 while seeking for a method of efficient attraction of foreign investment as a part of survival strategy for national economy. As economic free zone was promoted based on detailed contents of economic hub strategy of Northeast Asia and its law was enacted, at present, total 8 zones including Incheon, Busan-Jinhae, Gwangyang Bay area in 2003, Hwanghae, Daegu-Gyeongbuk, Saemangeum-Gunsan in 2008 and Eastern coastal area, Chungbuk in 2013 have been designated and under operation. Originality and value of this study could be found in suggesting roles for securing logistics hub of Northeast Asia through those economic free zones.
