해외직접구매와 통관제도에 관한 연구

국문 초록

연구목적: 국내소비시장 안정과 유통부문 개선을 위해 정부에서는 해외직접구매의 활성화를 도모하고 있다. 관세청에서는 해외직접구매의 활성화를 위해 개인통관고유부호의 교부, 목록통관 시행, 반품시 관세환급 조치 개선 등의 정책을 시행하고 있다. 그러나 해외직접구매가 활성화되기 위해서는 아직까지 많은 문제점을 내포하고 있다. 따라서 본 논문은 해외직접구매의 개념을 살펴보고 현황과 제도를 분석한다. 그리고 해외직접구매의 문제점을 파악하고 발전방안을 도출함으로써 우리나라의 소비시장 확대와 해외직접구매시장 활성화로 인한 역직구와 해외직판 산업의 발전에 기여하는 것을 목적으로 한다. 논문구성: 제1장은 서론부분으로 본 논문의 문제제기를 하였으며, 제2장은 해외직접구매에 대한 일반적 고찰로 개념, 현황, 설문조사 분석 그리고 선행연구를 조사하였다. 제3장은 해외직접구매 관련 통관제도에 대해서 고찰한 장으로 해외직접구매 방식별 통관절차와 개인통관고유부호, 목록통관, 반품시 관세환급 등의 통관제도를 분석하였다. 제4장은 문제점을 제기하고 발전방안을 도출하였다. 마지막 5장은 본 논문의 결론이다. 결과: 해외직접구매는 많은 문제점을 가지고 있다. 첫째, 개인정보 도용, 지적재산권 침해, 사기․밀수 등과 같은 악용사례와 관련 범죄가 급증하고 있다. 둘째, 해외직접구매의 활성화로 온라인 무역적자가 점차 증가하고 있다. 무역적자의 증가는 국가의 경제상황과 국내 유통업체와 제조업체에게 문제가 되고 있다. 독창성/가치: 해외직접구매에 대한 학술적 연구는 거의 존재하지 않는다. 그리고 기존의 유사한 연구들은 단순히 해외직접구매의 현황에 대해서만 집중하고 있었다. 본 논문은 해외직접구매와 관련된 통관제도를 분석하여 연구함으로써 우리나라의 소비시장 확대와 해외직접구매시장 활성화로 인한 역직구와 해외직판 산업의 발전방안을 제시하였다

영문 초록

Purpose: Korean government is currently promoting ‘on-line overseas shopping’ to stabilize domestic consumption market and to improve performance on distribution sector. As part of the promotion, Korea Customs issues personal customs clearance code, implements list-clearance, and improved tax refund procedure. However, there are still some obstacles to overcome. Therefore, this paper examines the concept of ‘on-line overseas shopping’ and analyzes the current business status and government policies. The purpose of this paper is to contribute to the consumption market expansion; development of ‘reverse on-line overseas shopping’; and development of ‘overseas direct sales’ by identifying the problems and deriving the development plans from ‘on-line overseas shopping’. Composition: Chapter Ⅰ is the introduction of this paper and raised the issue, and the chapter Ⅱ investigated the concept, status, questionnaire survey analysis and literature review of ‘on-line overseas shopping’ as general consideration. The chapter Ⅲ demonstrated the clearance procedures by type of ‘on-line overseas shopping’ and analyzed clearance systems such as personal customs clearance code, list clearance and procedure of tax refund. The chapter Ⅳ found the problems derived the development plans. The final chapter is the conclusion of the study. Findings: Currently there are many problems on ‘on-line overseas shopping’. First, abuse cases and related crimes such as identify theft, intellectual property infringement, fraud and smuggling have increased. Second, by promoting ‘on-line overseas shopping’, online balance-of-trade deficit has greatly increased. Such problems created predicament for domestic distribution sector and manufacturing sector. Originality/Value: An academic research on ‘on-line overseas shopping’ is almost non-existent. And the previous study merely dealt with the status of ‘on-line overseas shopping’ only. By focusing on clearance systems of ‘on-line overseas shopping’, this paper presents development plans for the consumption market expansion, ‘reverse on-line overseas shopping’ industries, and direct sales to overseas industries.
