북미 다문화 사회 이중언어 교육 정책 분석

국문 초록

세계의 인구 이동으로 인하여 정치, 사회, 문화 영역에서 새로운 문제들이 제기되고 있다. 우리나라도 예외가 아니어서 바람직한 사회통합을 위하여 다문화 사회에 대비한 정책들이 속속 등장하였다. 이러한 정책을 다문화 정책이라고 하는데, 다문화 정책의 근간에 있는 것이 바로 언어 정책이다. 본 연구는 한국 다문화 사회의 언어교육 정책 제안을 위한 기초연구의 성격을 지닌 것으로서, 우리나라보다 앞서 다문화 이민 정책을 펼친 캐나다와 미국의 이중언어 정책 현황과 사례를 조사, 분석해 보았다. 북미 이중언어 정책을 분석한 결과를 바탕으로 한국 언어 정책에의 시사점을 (1) 소수자의 사회적응과 올바른 국민 정체성 형성을 위한 언어 정책 (2) 제2언어로서의 한국어와 이중ㆍ다중언어 능력 향상 독려 (3) 한국 교육계의 다문화주의 개혁으로 정리하였다. 우리의 소수민들에 대한 시각이 '소외계층'이나 '결핍된 존재', '지원의 대상'이 아닌 '한국 사회의 다문화 역량을 증진시키는 잠재력을 지닌 존재'로 바뀐다면, 이들이 갖고 있는 이중/다중적인 언어ㆍ문화적 배경은 국가 간 교류를 매개할 수 있는 미래 사회의 성장 동력이 되며, 일반 국민들에게는 관용과 포용성, 언어 역량을 길러주는 계기가 될 수 있을 것이다.

영문 초록

Due to the demographic change and the drift of population, some new problems come out from the political, social, and cultural areas of Korea. Even the Korean government is not an exception. Within the desirable social integration there are policies about prepared multicultural societies. All these policies are known as multicultural policies, and the basic multicultural policy is the bilingual education policy. This study was taken on a basic character to propose bilingual education policy in the Korean multicultural society on the basis of the research and the analysis about imported bilingual Education policies and the present from indeed multicultural migration policies of Canada and the USA since 1960 before Korea. Based on the results of the study, I suggest (1) the proposal on lingual policy for the adaptation of minorities into Korean society and the formation of their identities as people of Korea. (2) The encouragement of the improvement of Korean as a second language and dual/multi-language ability (3) the renovation toward multiculturalism in the Korean education system. If the profile of linguistic minorities is changed from 'disadvantaged,' 'present-deficient,' or 'target of support' to 'existence with potential to promote the multicultural competence of Korean society,' their dual/multi-language and cultural backgrounds can be future growth engines of society to intermediate exchanges between countries. They can also be an instrument to grow tolerance and inclusiveness, and language skills for the general public.
