민영교도소 수형자의 수형생활만족도 조사

국문 초록

본 연구에서는 국내 첫 민영교도소가 개소된 지 만 3년이 지난 현재 민영교도소 운영 실태를 살펴보기 위하여 수형자들의 수형생활에 대한 만족도를 살펴보고 국영교도소와의 만족도를 비교하였다. 이를 위하여, 국내 유일한 민영교도소인 소망교도소에서 복역 중인 수형자259명이 본 연구에 참여하였다. 수형생활만족도를 조사하기 위하여 수형생활 전반에 대한 만족도, 생활공간 및 제반시설에 대한 만족도, 교도소 내 활동 및 외부교류에 대한 만족도를 측정하여 이를 국영교도소와 비교분석하였다. 연구결과, 수형생활 전반에 대한 만족도, 종교생활, 의복, 식생활, 교도관의 태도, 다른 수형자와의 관계, 다른 수형자와의 공동생활, 생활공간 및 시설 전반, 공동시설, 생활공간의 넓이 및 위생, 접견실 및 민원관련 시설, 강당 및 운동장, 냉·난방 시설, 운동 시간 및 종류, 교화활동 전반에서 현재 수형생활에 만족하고 있었으나, 교육 및 직업훈련 시설과 의무와 진료에 관한 만족도가 낮은 것으로 나타났다. 민영교도소와 국영교도소 간의 수형생활 만족도를 비교한 결과에서는 대부분의 영역에 있어서 민영교도소와 국영교도소 간에 만족도에 있어 유의미한 차이가 나타 났다. 그러나 교육 및 직업훈련 시설, 교도작업, 외부교통권, 귀휴 허가에 대해서는 민영교도소와 국영교도소 간에 만족도 차이가 발견되지 않았다. 하지만, 의무와 진료에 대해서는 유일하게 국영교도소와 비교했을 때 더 불만족하고 있었다. 따라서 보다 다양한 외부 의료기관 또는 지역보건소와의 연계를 통하여 의무적인 정기검진 및 진료서비스를 확대할 필요가 있으며, 교정교화 및 교육에 따른 적절한 제반시설을 확충하여야 한다.

영문 초록

This study, in an effort to examine the operation condition of a private prison as of the present after 3 years since the nation's first prison opened, looked into inmates' prison life satisfaction and compared it with satisfaction with a state-operated prison life. For this purpose, this study got 259 inmates, who were serving their time in Somang Correctional Institution which is the nation's only private prison, to participate in this research. In order to survey prison life satisfaction, this study made a comparative analysis of the surveyed results with a state-operated prison by measuring satisfaction with general prison life, satisfaction with living space and general facilities, and satisfaction with in-prison activity & external exchange. As a result of the research, it was found that the surveyed was satisfied with the present prison life in general, such as religious life, clothing, food, a prison officer's attitude, relations with other inmates, communal life with other inmates, living space & general facilities, common facilities, living space area & hygiene, reception room, facility related to civil complaints, auditorium & playground, cooling & heating facility, exercise hours & sorts, and reformation activity in general, but satisfaction with the facility for education and vocational training, dispensary service and treatment was found to be low. In the result of comparison of prison life satisfaction between the private prison and a state-operated prison, there appeared a significant difference in satisfaction between the private prison and a state-operated prison. However, with regard to a facility for education and vocational training, correction work, outside traffic right, temporary release permission, there wasn't a difference in satisfaction between the private prison and a state-operated prison. Nevertheless, the surveyed were found to be more unsatisfied with dispensary service and medical treatment only as compared with a state-operated prison. Accordingly, there is the need to expand obligatory regular checkup and medical treatment service in tandem with various outside medical institutions or district health offices, and also to expand proper general facilities consequent on correction and edification & education.
