국문 초록

지금까지 민간경비는 사회 환경과 국민의식 수준의 변화와 함께 동반 성장하였다. 일부 민간경비업자가 집단민원현장에서 불법적인 무력행사가 반복됨으로써 사회적으로 문제가 되어 왔다. 이는 경비업체의 경비원에 대한 교육·훈련의 부재, 실제 배치장소에서 경비업무를 수행하는 경비원의 직업의식 결여에서 비롯되는 것임에 주목할 필요가 있다. 그러나 개정 법률에서는 경비원에 대한 교육·훈련의 강화를 구체적으로 적시하지 않음으로써 향후 경비원 개인의 경비업무에 대한 이해도와 직업의식의 저하로 집단민원 현장 및 기타 배치장소에서의 분쟁발생 가능성은 여전히 잠재적으로 존재한다고 할 수 있다. 집단민원 현장에서 문제를 일으키는 경비원에 대한 규제는 필요하다고 본다. 다만 일반 아파트·상가·빌딩 등에 파견되는 경비원들에 대한 사전교육제의 경우 현실을 감안하여 완화 또는 다른 방안이 강구되어야 할 것이다. 이에 본 연구는 민간경비원의 효율적 교육방안으로서 경비원 신임교육제도의 이원화, 경비원 교육이수제도의 정착화를 통한 경비원 자질함양, 경비원 온라인 직무교육의 확대를 통한 열악한 교육훈련 개선, 신입교육 현실화를 위한 자격증제도 도입 등을 제시하였다.

영문 초록

So far, the civilian guards with the change in people's social environment and the expression level of shared growth. But some private security contractor being repeated illegal armed forces in the field events the collective complaint and socially has been a problem. This is a patrol party in the absence of education and training for security guards, the actual arrangement is in place to carry out the work of the guards guard the profession stems from lack consciousness. However, the revised Security Industry Act, the strengthening of education and training for security guards, did not detail. In the future, the understanding of personal security guard patrol services and vocational consciousness of degradation and placed the field and other places in the collective complaint of the possibilities are still potentially exists. Collective complaints in the field, causing problems for security guards regulation is necessary. Just a regular apartment, building, etc., is being dispatched to the guards in the case of prior education given the reality that must be taken to mitigate or other measures. In this study, private security guards stood guard as an efficient training of the new education system can both, guards the guards through the settlement of qualities education edification, watchmen online job training to improve the poor through the expansion of education and training, introduction of new training and qualifications for the realization.
