국문 초록

한반도가 분할되고 분단의 고착화가 이루어진 지 70년 세월이 지나고 있다. 현재 러시아는 전 방위적 외교정책을 펼치면서 '강력한 러시아' 건설과 함께 '유라시아 제국'이란 영광을 재현하기 위한 부흥정책에 박차를 가한다. 우리 정부도 올해 들어 한반도 통일에 대한 적극적인 의지를 표방하고 있다. 이 시점에서 분단의 일익을 담당했고 한반도와 국경을 접하고 있는 러시아의 입장에 대한 정확한 규명이 필요하다. 이는 향후 우리 정부의 통일정책 수립과정에 미칠 주변 강대국의 변수를 명확하게 이해함으로써, '분단의 고착'이란 실수를 반복하지 않고 역사적 사건 속에서 러시아의 대한반도 비중을 정확하게 인지하기 위함이다. 제2차 세계대전을 마무리할 즈음 소련의 입장은 제정러시아부터 내려오던 전통적인 대한정책의 연속성을 유지하였다. 즉 한반도의 세력균형 유지를 통해 전략적 경제적 이익을 수호하려 했던 것이다. '일반명령 제1호'에 나타나 있듯이 한반도 분할은 미소 양국의 군사전략적 차원에서 시작되었다. 당시 스탈린은 한반도 전체에 대한 통제권 장악이 아니라, 경쟁국 간의 균형을 유지하려는 다소 복잡한 전략을 수립하였다. 소련 정부는 동유럽과 달리 한반도에 대해 '완충지대 확보'를 위한 공세전략을 펼친 것이 아니라, 강대국의 협력에 바탕을 둔 유화적인 정책 속에서 친소 정권을 북쪽에 수립하였던 것이다. 결국 스탈린은 태평양 진출을 위한 교두보 확보를 위한 '최소전략'의 일환으로 한반도 분할에 소극적인 태도로 동의한 셈이 되었다.

영문 초록

It has been 70 years since the Korean peninsula was divided and solidified. Currently Russia is pursuing an aggressive and multiple foreign policy under the slogan of 'Powerful Russia'. In addition, Putin government has spurred the revival policies to recreate the glory of 'Eurasian Empire'. This year, our government has also advocated an active intention to unification. At this point it is necessary to identify the exact position of Russia, which played a role in the division and abuts the border with the Korean peninsula. This is to ensure a clear understanding of the parameters of the surrounding powers that affect our government's unification policy in the future. And 'fixation of the division', a historical event provides a lesson for us not repeat the same mistakes. Around to finish the Second World War, position of the Soviet Union was to maintain the continuity of traditional policies from Imperial Russia. In other words, it wanted to protect the strategic economic interests through maintaining the balance of power of the Korean Peninsula. As shown in the "General Order No.1", split of the peninsula began in the military strategic level of two countries. At that time, Stalin was not seized control of the entire peninsula, but established a more complex strategy to maintain a balance between the competing countries. The Soviet government did not expand the offensive strategy to secure 'the buffer zone' for the Korean peninsula, but established a pro-Soviet regime in the north in a conciliatory policy based on cooperation between major powers. Stalin eventually agreed to divide the Korean peninsula with a passive attitude as part of the 'minimum strategy', to secure a bridgehead for the Pacific.
