국문 초록

이 글은 세계화와 더불어 위험의 확산이라는 거시적인 사회흐름에 주목하면서, 현대사회가 낳고 있는 다양한 차별, 지배, 불평등, 부정의에 대항하여 민주주의를 확대시켜나갈 수 있는 실천적, 담론적 원리로서 '시민자격'의 의미를 재구성해보고자 한다. 그래서 정치공동체의 경계를 강조하는 자유주의 '시민자격' 개념의 한계를 검토하면서 그 해결방안들을 제시한다. 시민자격의 내적 배제와 관련하여 오늘날 차이와 다양성의 인정이 중요한 대안임을 논증한다. 그리고 권리 중심의 자유주의 시민자격 개념의 한계를 넘어서기 위해 공화주의적 관점에서 공동체적 책무와 덕성을 포괄할 필요가 있음을 강조한다. 세계화에 따른 시민자격의 외적 배제의 문제와 관련해서는 탈국민국가적, 지구적 시민자격의 가능성을 제시한다. 그리고 위험사회에서 대의제 민주주의의 한계로 전문지식권력의 지배와 포괄적 위임의 한계를 지적하면서, 시민참여와 숙의민주주의, 다원적 거버넌스의 중요성을 논증한다. 그리하여 위험사회에서 전문지식권력 정치와 시민자격 정치가 필요하다는 점을 보여준다.

영문 초록

This article tries to reconstruct the meaning of 'citizenship' as a practical, discursive principle to expand democracy against diverse discrimination, domination, inequality, injustice which Modern society has caused, paying attention to globalization and the macro-social flow such as the spread of risk. So while reviewing the limits of liberalist 'citizenship' which emphasizes the boundaries of the political community, I present those solutions. With regard to the internal exclusion of citizenship, I argues that recognition of differences and diversity is an important alternative today. And I emphasizes the necessity to include the communitarian responsibility and virtue in the concept of citizenship in the republican perspective to exceed the limits of the liberalist concept of citizenship. With regard to the external exclusion of citizenship according to globalization, I suggest the possibility of ex-national, global citizenship. And pointing out the social domination of expert knowledge-power and the limitation of comprehensive delegation as the limitations of representative democracy, I demonstrate the importance of citizen participation, deliberative democracy and plural governance. Thus I show that we need the expert politics of knowledge-power and the politics of citizenship in the risk society.
