국문 초록

이 연구는 급증하는 다문화가정에 대응하기 위하여 다문화가정의 현황과 욕구를 파악하고, 현재 운영되고 있는 다문화가족지원센터의 주요사업을 살펴봄으로써, 다문화가정 지원정책의 문제점을 파악하고, 이를 바탕으로 다문화가정 지원정책 개선방향을 제시하고자 하였다. 행정안전부(2010. 12) 자료에 의하면 등록외국인 수는 1,265,006명으로 이 중 혼인귀화자를 포함한 다문화가족은 211,458명이며, 다문화가족 자녀는 151,154명이다. 다문화가족의 구성원들은 의사소통의 부재와 그로 인한 오해와 갈등, 그리고 우리나라의 전통적인 가족주의, 사회문화적 편견과 차별로 인한 어려움으로 인해 가족갈등을 경험하고 있다. 또한 자녀들은 외모가 다르다는 것에 대한 충격과 엄마와의 의사소통의 불능으로 인한 언어교육의 미비, 학습지원에 대한 소홀 등으로 인해 사회문제로 대두될 수밖에 없는 실정이다. 이에 정부에서는 다양한 각도에서 정책적 대응을 하고 있는 중이나 총 8개부처에서 30여개의 사업이 진행되는 등 효율적이지 못한 상태로 자칫 중복서비스가 우려되는 실정이다.. 따라서 정부는 다문화가정을 대상으로 일원화된 추진체계를 구축하고, 유사사업 중복검토 및 효율적인 예산 활용, 센터-지자체-민간단체의 네트워크 구축, 그리고 센터 종사자 처우 및 근무환경 개선 등을 통하여 향후 다문화가족의 급증으로 인하여 초래될 사회문제에 슬기롭게 대처해야 할 것이다.

영문 초록
