출생 코호트별 주택구입능력 변화에 따른 자가수요 예측

국문 초록

주택정책의 궁극적 목표는 자가주택거주를 통한 주거 안정이라고 할 수 있다. 특히저소득층에 있어서의 자가주택거주는 주거안정성 확보와 자산축적의 기회제공 측면에서 더욱 중요하다. 이에 본 연구에서는 자가주택수요에 큰 영향을 미치는 요인인 연령 별 소득변화와 주택가격의 변화를 반영한 주택구입능력지수(HAI)와 자가율과의 관계를 분석하여 주거서비스 수요면적이 아닌 주택을 직접 구매하여 거주하는 자가주택 수요를 예측하여 주택공급정책수립의 한 가지 기준을 제시하려고 한다. 자가주택수요의 추정결과 출생 코호트별로 주택가격에 따른 반응이 다름을 발견할 수 있었다. 비교적 주택가격대비 높은 소득수준의 향상이 있었던 출생 코호트에서는 주택가격에 민감한 반응보인 반면 그렇지 못한 코호트에서는 그렇지 못한 반응을 보임을 알 수 있었다. 이는 주택공급정책을 입안하고 공급량과 공급가격을 결정함에 있어 기존의 정책이 가구수와 주변시세에 기반하여 결정하는 것이 아닌 정책의 목표 대상별로 소득이 변해온 이력과 주택가격변화를 고려하는 것이 필요함을 보여준다고 할 수 있다.

영문 초록

The housing policy’s ultimate goal can be residential stability by living in your own home.Especially, the low-income group who lives in its own home is much more important in terms of securing residental stability and providing opportunities of wealth accumulation. Therefore, this study tries to suggest the standard for establishing housing policies by analyzing income variation by age which is the factor that has a great effect on demand for owner-occupied housing and the relationship between housing affordability index(HAI) which reflects changes of housing prices and housing tenure and forecasting demand for owner-occupied housing that people directly purchase houses, not demand areas of residential services. The result which estimated demand for owner-occupied housing could be found that response to housing prices by birth cohort is different. Comparatively, the birth cohort that income levels has found to be much more improved than housing prices was very sensitive to them. On the contrary, the cohort which income levels has found to be less improved than housing prices was not sensitive to them. This implies that history that incomes have changed by target of policies and changes of housing prices need to be considered when drafting housing policies and determining the supply and supply prices unlike the existing policies which were determined based on the number of households and market prices in the surrounding areas.
