국문 초록

민간분야에 있어서의 사적(私的) 경비는 대 시민 안전서비스로서 자리를 잡아가고 있으며 활동영역도 단순 시설경비 차원을 넘어서 개인의 정보보호는 물론 심리적인 안정에까지 발전하는 가능성 을 보이고 있다. 따라 서 민간경비는 이제 선택 사항이 아닌 국가정책의 지원 및 육성분야로 활성화 되어야 할 단계에 이르고 있으며, 오히려 경찰력의 물리적 한계점을 보완하는 장치로서 민간경비의 보유인력과 보유장비가 적극 활용되는 방안이 모색되어져야 할 단계에 와 있다. 민간경비는 이제 더 이상 사회 안전관리에 대한 방관자적 입장이 아닌 사회 범죄예방의 주체자적 역할을 하고 있기 때문이다. 또한 과거에는 국가권력만으로 사회통제나 질서유지가 대체로 원만하게 이루어질 수 있었으나 작은 정부를 요구하는 시장 메커니즘의 다원주의 사회에서는 국가역할이 축소되면서 사적(私的) 영역이 확대되어 사적부문이 사회를 리드하 게 되는 사회의 구도변화가 발생되고 있는 현실에서 민간경비는 사회 안전의 지킴이 로서 더욱 더 주목을 받고 있다. 그러나 이러한 사회적인 수요확대에도 불구하고 민간경비는 여전히 해결해야 할 많은 과제를 안고 있다. 특히 제도적인 측면에서 우선 적으로 민간경비가 성장ㆍ발전할 수 있는 제도적 장치의 기반이 조성되어야 하고, 교육적인 측면에서도 전문 인력의 양성에 대한 현실성 있는 교육체계가 마련되어져야 한다. 이러한 측면에서 이논문은 경비업법 상의 민간경비의 자격제 도 및 교육훈련에 관한 분석 및 개선방안을 기술하고 있다. 즉, 민간경비요원의 정상적인 범죄예방 활동에 대해 제도적인 문제와 민간경비원의 자질적인 문제가 선발 과정이나 교육 및 훈 련과정에 있다고 보고 경비업법 을 중심으로 이를 분석ㆍ평가하고자 하였다.

영문 초록

This study aims to propose efficient way to operate the private security guarding system from the perspective of administration, law, institution and operation as to the private security guarding system. The korean private security institution has many problem to apply the actual security situation and education also training for the security agent. In accordance with security industrial the private security guards shows rapid growth, however the supply and training system and law, institution have some limitations. Educational, training systems and actual institution for the person and security guards are in the basic level and private organizations trained the professional work force. University level training started recently. To protect individual life and property, body and security guards have to be trained professionally. For it the role of professional training organizations is emphasized. So, we work to analyse current situation of civil body and private security system, law and institution including the guard training system and to seek an educational model. From the legal and institutional perspective, the security guarding service related law must revised and the certification system musr be introduced to cope with the changing requirement. In summary to meet the social and the market demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim. And also, they need to improve law, institution and the opportunities for the actual private security system.
