국문 초록

최근 지역경찰활동 강화를 목적으로 한 파출소의 확대로 인하여 경찰관의 근무형태가 4조 2교대에서 3조 2교대로 변하게 되었다. 이로 인하여 경찰관의 근무환경은 더욱 악화되었다. 또한 지역주민들에게 1차적 치안서비스를 제공하는 지역경찰은 주민들의 요구에 즉각적으로 대응할 수 있는 범죄예방대책을 수립하여야 하는 실정이다. 이 같은 문제를 해결하기 위한 방안으로 현재 우리나라 경찰은 치안맞춤형 유연근무제를 시범운영하고 있다. 따라서 이 연구의 목적은 지역경찰의 치안맞춤형 유연근무제를 시범운영하고 있는 지역경찰관서를 중심으로 발생하고 있는 문제점을 분석하여 개선방안을 모색하는데 있다. 분석결과 기존 순환 교대근무제의 틀이 깨지면서 내부적으로 많은 불만이 일고 있다. 근무시간 감소로 인한 시간외수당 감소에 대한 우려가 있으며, 심야조의 연속 날샘근무로 인한 피로가 누적되고 있다는 의견이다. 이러한 문제점을 개선하기 위해서는 지역경찰 업무를 고려한 다양한 수당체계를 마련하고, 근무체계 전면 자율화로 지역경찰관서별 치안맞춤형 유연근무제의 도입이 추진되어야 하며, 자율적 지정근무의 적극적인 시행이 요구된다.

영문 초록

On the behalf of enhancing community policing, the extending of police box in Korean police made police working-shift system converted "two of four teams system" to "two of three teams system", which results in police officers' condemnation since it worsens their working environment. Local police providing a primary police service for their residents also need to develop crime prevention measures in order to respond resident's demands immediately. Suggested measures in order to solve these problems, Korean police are nowadays operating "the flexible working shift system" based on the communities' needs about public order. Thus, the purpose of this study aims to develop improving measures based on the analysis of various problems in the field where new working shift system were introduced. Based on results, there are getting large complaints from field officers since broken the old system of work-shift. New system bring a reduction of work-time which may result in income loss and highlight fatigue of police officers working in a night shift. In order to solve these problems, it is necessary to consider the introduction of an incentive system based on police officers' working levels in a community, the local police agencies' right to decide working shift system depending on their demands of public order, and the self-selected working schedule system of local police officers.
