국문 초록

경찰은 법집행 질서유지 봉사를 통하여 국민의 생명과 신체 재산을 보호하는 임무를 수행하고 있다. 이러한 경찰의 임무수행은 정책으로부터 출발한다. 경찰정책은 경찰의 임무 달성을 위한 목표와 실현을 위한 수단을 말한다. 정책은 정책과정을 통해 정책의 목적을 실현하게 되는 것이 일반적이다. 일반적 정책과정은 정책의제설정, 정책결정, 정책집행, 정책평가 등 4단계로 구분할 수 있다. 시민참여란 시민이 개인적으로나 집단적으로 정책결정 과정이나 정책집행 과정에 영향을 미치거나 관여하는 것을 말한다. 경찰행정의 과정에는 그동안 여러제도를 통하여 시민들이 참여하고 있다. 그러나 형식적 참여 또는 비제도적 참여로 인하여 실질적인 시민참여제도의 효과를 나타내지 못하는 경우도 있다. 본 논문은 경찰행정의 정책과정에 있어서 시민참여에 관한 연구를 통하여, 시민참여 제도에 대한 문제점을 찾고, 효율적 참여방안을 제시하고자 하였다. 경찰행정 정책과정의 시민참여 사례는 2010~2012년 경찰백서를 중심으로 정리 분석하였다. 경찰행정의 정책과정에 있어서 시민참여의 유형은 평가단, 토론회(간담회), 위원회, 범죄예방활동, 기타 참여로 구분할 수 있다. 경찰행정 정책과정에 있어서 시민참여 사레 분석결과, 기관별로는 경찰청 7개 분야, 지방경찰청 8개 분야, 경찰서 11개 분야이다. 기능별로 살펴보면 경무기획 6개 분야, 생활안전 5개 분야, 수사 2개 분야, 교통 3개 분야, 정보보안 2개 분야, 청문감사 1개 분야 등으로 나타났다. 또한 시민의 참여수준에서는 소극적 상호참여수준에 머물고 있으며, 참여방법 측면은 평가단, 토론회(간담회), 위원회, 범죄예방활동, 기타 참여로 다양하지 않다. 그러나 이는 경찰행정의 특수성에 의한 것으로 이해된다. 시민참여의 실태분석에 의한 문제점은 ① 참여자의 비다양성, ② 참여자의 기본적 이해 부족, ③ 비제도적 운영,④ 시민참여에 대한 평가시스템 부재 등을 탐색할 수 있었으며, 시민참여를 활성화 방안으로, ① 개방적 참여여건 마련, ② 경찰정책에 대한 기본적 이해 프로그램 운영, ③ 운영을 위한 시스템 구축, ④ 주기적 평가를 통한 시정 등을 제시하였다.

영문 초록

Police carries out the mission of protecting the public's life and properties by enforcing laws, maintaining order and volunteering. This execution of police's mission starts from policy. Police related policy refers to the means for fulfilling police's mission and for the actual realization. Policy is generally used to realize the objectives of the policy through policy process. In general, policy process can be divided into four stages; policy agenda setting, policy decision-making, policy execution and policy evaluation. Citizens' participation refers to the act in which citizens affect or intervene in the policy decision-making process or policy execution process, either individually or in groups. Citizens participate in the police's administrative process through various systems. However, there instances in which citizens' participation system is not effective since the participation is merely a formality or unofficial. This research seeks to present the measures to ensure effective participation when it comes to police administration's policy process by studying citizens' participation to detect problem areas. Type of citizens' participation when it comes to the police administration's policy process can be classified into evaluation group, discussion sessions, committee, crime prevention activity, and other participation. As for the problems concerning the realities of citizens' participation, they are; ① lack of participants' diversity, ② lack of basic understanding by participants, ③ non-systematic operation, and ④ lack of evaluation system for citizens' participation. As for the measures for vitalizing citizens' participation, they are; ① development of conditions for open participation, ② operation of the program to increase basic understanding of police related policy, ③ system development for operation, and ④ corrections through periodical evaluation.
