청소년 마약류범죄의 실태와 대책에 관한 연구

국문 초록

과거 특정 계층 사람들만 사용하는 것으로 인식되던 마약이 최근 성인 남성은 물론 청소년과 가정주부에 이르기까지 사회 모든 계층으로 확산되고 있다. 마약류범죄의 사회적 위험성과 그 확산 속도를 볼 때 현재 우리나라의 마약류범죄문제는 매우 심각하다고 할 것이다. 특히, '국가의 미래'라고 할 수 있는 청소년들까지 마약류범죄를 저지른다는 현실은 청소년 마약류범죄에 대한 연구가 반드시 필요하다는 것을 말해준다. 청소년 마약류범죄에 대한 연구를 위해 이 연구에서는 청소년의 마약류범죄의 실태를 파악하고 그 원인을 분석하여 그에 대한 예방과 치료ㆍ재활 대책을 제시하고자 한다. 청소년 마약류범죄에 대하여 이론적 검토와 통계청, 대검찰청 통계 자료와 여성가족부의 청소년 유해환경 접촉 종합실태조사를 중심으로 청소년의 마약류범죄의 실태를 파악하였다. 공식통계상의 청소년 마약류범죄는 양적으로 그리크지 않고 일정 수준을 유지하고는 있지만, 마약류범죄의 암수성과 위험성을 생각해 보면 청소년 마약류범죄에 대한 대책이 절실한 시기라고 판단할 수 있다. 청소년 마약류범죄에 대하여는 단속보다는 예방을, 처벌보다는 치료와 재활을 목적으로 해야 한다. 이러한 청소년 마약류범죄의 예방과 치료ㆍ재활을 위해서는 가정, 학교, 지역사회, 정부 차원의 대처가 이루어져야 하며, 이러한 대처가 통합적으로 이루어져야 보다 효과적일 수 있다. 다시 말해 가정, 학교, 종교기관, 민간단체, 행정기관, 교정기관, 경찰, 검찰 등 모두가 청소년 마약류범죄를 예방하고 그 치료와 재활을 위해 함께 노력하고 대처해야 한다는 것이다.

영문 초록

Drug abuse, of which use was perceived as being limited to a certain type of people such as the rich, celebrities, prostitutes and organized crime, its use has recently spread to all types of people, such as juveniles, housewives and students. As drug abuse problems spread throughout the world, South Korea also needs to preperations to prevent this spread. For this purpose, this study examine the current status of drug abuse among juveniles, analyze its cause, and propose prevention, treatment and rehabilitation policies of drug abuse. With a theoretical overview of juvenile drug abuse, current status of juvenile drug abuse was examined mainly through statistical data from Statistics Korea and Supreme Prosecution Office, and a comprehensive survey of juvenile risk environment conducted by Ministry of Gender Equality & Family. Official statistics indicate juvenile drug abuse is not decreasing nor increasing, but considering unrecorded statistics, prevention, rehabilitation and treatment of juvenile drug abuse can be deemed necessary. With regards to juvenile drug abuse, policies of prevention rather than arrest and treatment and rehabilitation rather than punishment should be given priority. For prevention, treatment and rehabilitation of juvenile drug abuse, efforts of families, schools, local communities and governments are necessary and integration of their efforts should be more effective. In other words, families, schools, religious institutions, civic groups, administrative institutions, correctional institutions, police and prosecution office should all make an integrated effort to prevent, treat and rehabilitate juvenile drug abuse.
