신변보호경비원의 자질 및 능력향상방안

국문 초록

본 논문은 민간경비산업에 대한 국민들의 낮은 인식에 영향을 미치는 요인 중신변보호경비원에 대한 자질 및 능력요인에 초점을 두고, 이러한 자질 및 능력을 향상시킬 수 있는 방안을 모색하는데 목적이 있다. 이러한 연구목적 달성을 위한 연구방법론으로는 관련 문헌과 선행연구, 관련 법규의 검토를 통한 질적연구방법론을 적용하였다. 연구결과 신변보호경비원의 자질 및 능력과 관련한 문제점은 다음과 같다. 첫째, 채용시에 경비원지원자가 경비업법의 결격사유에 해당하는지를 확인할 방법이 없다는 것이다. 둘째, 경비원 배치신고시의 신원조회는 신변보호경비원의 전과나 법적인 흠결은 나타나지만 신변보호경비원이 지녀야 하는 직업인적인 자질이나 전문적 능력의 보유 여부는 가릴 수가 없다는 점이 문제이다. 셋째, 현재는 신변보호경비업무를 수행하고 있는 신변보호경비원의 자질 및 능력 향상과 관련한 공인된 자격제도가 없다. 넷째, 신변보호경비원과 관련한 교육시간이나 과목의 조정이 필요하다. 다섯째, 교육훈련과목 중 직업정신 및 직업윤리, 예절 등에 대한 교육훈련 과정이 너무 빈약하다. 여섯째, 직무교육이 이루어지지 않고 있거나 너무 형식적이다. 일곱째, 경비지도사의 권한과 책임이 강화되어야 한다. 여덟째, 경비업자의 의무가 강화되어야 한다. 이러한 쟁점과 문제점 검토를 토대로 향후 신변보호경비원의 자질 및 능력향상 방안을 다음과 같이 제시하였다. 첫째, 경비업법상의 자질검증시스템을 강화하여야 한다. 둘째, 국가공인기관에 의해 시행되는 공인된 자격제도의 도입이 필요하다. 셋째, 신변보호경비원과 관련한 교육훈련제도를 강화하여야 한다. 넷째, 신변보호경비원에 특화된 교육과목에 직업정신 및 직업윤리, 예절 등에 대한 교육훈련 교재나 교육방법 등을 개발하고, 교육시간도 확대한다. 다섯째, 경비업자에 대한 경찰이나 경비협회의 감독기능을 강화시켜야 한다. 여섯째, 경비업자의 의무나 불법행위에 대한 처벌을 강화하여야 한다. 일곱째, 신변보호경비원의 자질 및 능력 향상과 관련한 경비업체의 내부 인사제도, 즉 모집, 채용, 교육훈련, 경력관리, 보상, 퇴직 등의 일련의 과정을 합리적으로 수행할 수 있도록 국가 또는 협회 차원의 지원책을 강구하여야 한다. 여덟째, 경비지도사의 역할 중 교육기능을 실질화 하고, 경비현장의 감독기능을 강화하여야 한다.

영문 초록

This paper focused on improve the quality and ability for personal protection guards. Research methodology was applied qualitative research methodology through review of relevant laws, the relevant literature and previous research. Review the results, issues and problems related to personal protection guards qualities and abilities are as follows: First, When hiring, the security companies cannot be identified to security guard applicant's criminal background. Second, When personal protection guards are dispatch, Security companies is to determine the facts of the crime of personal protection guards. However, there is not confirm specifically whether the professional qualities and personal protection guards the retention of professional competence. Third, There is no recognized qualification system for personal protection guards qualities and ability to improve. Fourth, Of training program of the personal protection guards, training time and training courses need to be adjusted. Fifth, For the training process of the training course, professionalism and work ethic, manners(etc.) are too poor. Sixth, Security companies is not performed job training to personal protection guards. Seventh, The private security instructor's rights and responsibilities are too formal. Eighth, Private security business' obligation needs to be strengthened. Future of personal protection guards qualities and ability improvement is presented as follows. First, the legal qualities verification system should be strengthened. Second, the introduction of an accredited certification scheme is required. Third, the education and training system should be strengthened with respect to personal protection guards. Fourth, development and specialized training courses on professionalism and professional ethics, etiquette, training materials and teaching methods, such as personal protection guards, extended training time. Fifth, the supervision by the police or Korean security association should be strengthened. Sixth, Private security business' obligation or it's penalties should be strengthened. Seventh, The management consulting system shall conduct for private security companies. Eighth, enhance the education of the role of the Guarder, supervisory functions must be strengthened.
