국가핵심기술 보호수준과 보안요인과의 관계 연구

국문 초록

이 연구는 2010년 한국산업기술보호협회에서 첨단 산업기술을 보유하고 있는 기업체 76개를 대상으로 실시한 전수조사 자료를 활용하여 선행연구에서 중요하게 언급된 보안규정, 인적 관리, 성과관리, 물리적 통제 등 보안요인과 국가핵심기술 보호수준과의 관련성을 분석하였다. 분석한 결과에 의하면 첫째, 국가핵심기술 대상기관의 규모에 따라 보안특성의 차이가 나타났다. 둘째, 국가핵심기술 대상기관의 규모에 따른 주요변수들의 차이가 나타났다. 셋째, 국가핵심기술 대상기관의 보안특성에 따른 주요변인들의 차이도 유의미하게 나타났다. 그리고 마지막으로 국가핵심기술 보호수준에 영향을 미치는 요인으로는 보안규정 수립정도, 인적자원 보안관리 정도, 보호시설통제로 나타났다. 따라서 국가핵심기술을 보호하기 위해서는 첫째, 국가핵심기술을 보유하고 있는 중소기업에 대한 국가의 지원이 필요하다. 국가핵심기술을 보유하고 있는 중소기업에서는 전담직원, 보호구역 설정 등이 미흡하여 이를 보완할 필요가 있다. 둘째, 현재 사용되고 있는 국가핵심기술 보호수준 측정방법을 국내현실에 맞게 수정해야 한다. 직원들의 성과관리 등 중요한 요인들이 국가핵심기술 보호수준에 제대로 반영되어야 하며, 중요 영역별 최소점수와 영역별 필수항목을 선정하여 국가핵심기술 보호수준을 향상시켜야 한다.

영문 초록

By using the 2010 Korean Association for Industrial Technology Security(KAITS) data collected from 76 companies, this study examines the relationship between the protective level of national core technology and security factors, including security regulation, personnel management, performance management, physical control, and etc which are mainly considered in previous studies. According to the results, the differences in security characteristics are found by the sizes of institutions possessing national core technologies. Second, the differences in major variables are also depending on the sizes of institutions. Third, depending on the security characteristics of the institutions, it is found to be statistically significant differences in major variables. Finally, the factors influencing the protective level of national core technology are the levels of security regulation, personnel management, and control of security facilities. To protect national core technology, therefore, federal government needs to support small and medium industries possessing national core technology because of the lack of full-time personnel, protective area and etc. To reflect current situation, it is necessary to revise the current measurement method for measuring the protective level of national core technology. In the revision, important factors such as performance management of personnel should be reflected. In addition, it is necessary to impose the least score for checking articles and designate elementary items in each article.
